构建中俄自由贸易区问题研究

【摘要】：在全球贸易体系重大变革中,区域经济一体化正在成为世界潮流,中国也提出“一带一路”的发展战略。目前,中国已经签署的自贸协定已经达到14个,涉及22个国家和地区。2015年俄罗斯与中国双边贸易额为690.3亿美元,同比下降27.5%,但是中国仍然是俄罗斯第一大贸易伙伴,在其贸易总额中所占比重由上年同期的11.3%上升至12.1%。加入WTO后的俄罗斯也正在加紧与其他国家进行自贸区的筹建与谈判中。而中俄之间以中国东北地区与俄罗斯远东地区的边境小额贸易和能源贸易为主的情形,已经跟不上时代发展的步伐,发展和深化中俄双边经贸合作已经成为一项非常具有意义的战略。双边协商构建中俄自由贸易区已越发迫切,这必将强有力地推动中俄经贸合作升级。本文以大量文献的阅读及相关资料的搜集为行文基础,采用了绝对优势和比较优势理论、要素禀赋理论、关税同盟理论、共同市场理论及大市场理论、自由贸易区的效应理论等相关理论作为研究基础。首先从经济联系、政治互信、国家安全、文化交流等方面阐述构建中俄自贸区的必要性,又从贸易互补性角度对构建中俄自由贸易区进行了可行性分析。然后,以中俄经贸关系发展的演进轨迹和现状对中俄经贸合作的问题进行了探讨。再次,通过贸易引力模型对中俄双边贸易中的影响因素进行量化分析,重点分析了中俄自由贸易区的经济效应,分别从中俄自由贸易区的静态效应和动态效应进行阐述。最后通过对世界上主要自由贸易区的模式进行经验借鉴,提出了构建中俄自由贸易区模式的战略构想,以及推进中俄自由贸易区构建的对策建议。本文着重以中俄自由贸易区的经济效应为分析问题的主要视角,对中俄双边贸易的具体影响因素进行认真研究,对中俄自由贸易区的模式进行了战略构想。构建中俄自由贸易区是一个系统、复杂的过程,对两国经贸合作有着重要意义,特别是能促进中国东北地区转型升级,希望本文的研究能对构建中俄自由贸易区起到积极的推动作用。
[Abstract]:In the midst of major changes in the global trading system, regional economic integration is becoming a global trend. China has also proposed the development strategy of "Belt and Road." at present, China has signed 14 free trade agreements. In 2015, the bilateral trade volume between Russia and China was 69.03 billion US dollars, a decrease of 27.5% over the same period last year. However, China is still Russia's largest trading partner. Russia's share of its total trade volume rose to 12. 1% from 11.3% a year earlier. After joining the WTO, Russia is also stepping up preparations and negotiations with other countries for the establishment of a free trade zone. Between china and Russia, northeast china is far away from Russia. The situation of small trade and energy trade on the border in the eastern region, The development and deepening of bilateral economic and trade cooperation between China and Russia has become a very meaningful strategy. The establishment of a Sino-Russian Free Trade area through bilateral consultations has become more and more urgent. This will strongly promote the upgrading of Sino-Russian economic and trade cooperation. Based on the reading of a large number of documents and the collection of relevant materials, this paper adopts the theories of absolute advantage and comparative advantage, factor endowment theory, and customs union theory. The common market theory, the big market theory, the effect theory of free trade area and other related theories are the basis of the research. First of all, from the aspects of economic ties, political mutual trust, national security, cultural exchanges, and so on, the necessity of constructing a Sino-Russian free trade zone is expounded. From the perspective of trade complementarity, the feasibility of building a Sino-Russian free trade zone is analyzed. Then, the problems of Sino-Russian economic and trade cooperation are discussed based on the evolution and current situation of Sino-Russian economic and trade relations. Through the quantitative analysis of the influencing factors in the bilateral trade between China and Russia through the trade gravity model, the economic effects of the Sino-Russian Free Trade area are analyzed. The static and dynamic effects of China-Russia Free Trade area are expounded respectively. Finally, through the experience of the main free trade area in the world, the paper puts forward the strategic conception of constructing the Sino-Russian free trade zone model. As well as the countermeasures and suggestions to promote the construction of Sino-Russian Free Trade area. This paper focuses on the economic effects of the Sino-Russian Free Trade area as the main perspective of the analysis of the specific factors affecting the bilateral trade between China and Russia. This article has carried on the strategic conception to the pattern of the Sino-Russian free trade area. The construction of the Sino-Russian free trade area is a systematic and complicated process, which is of great significance to the economic and trade cooperation between the two countries, especially in promoting the transformation and upgrading of Northeast China. I hope this study can play a positive role in the construction of Sino-Russian Free Trade area.
