长丰县农村社会救助研究

【摘要】：我国自改革开放以来,经济取得了巨大的进步,人民生活水平日益提高,但是我国的基本国情是将长期处于社会主义初级阶段,部分人民的生活依旧处在温饱线以下。我国长期以来实行的是社会主义市场经济制度,并且长期的城乡二元分割体制导致城市和农村的在经济发展,文化发展,国民生计方面尤其在社会保障事业方面的形成了越来越大的鸿沟,在一些农村地区,最低收入保障制度,医疗救助制度,残疾人社会保障制度都和城市存在着较大的差别。这是不利于中国梦的实现的,与我国的社会发展目标也是不一致的。本文以合肥市长丰县为例,调查长丰县农村社会救助事业现状,发现农村社会救助事业存在的问题,并试图分析其背后存在的原因,最终给出完善长丰县社会救助的途径。本文结构框架如下：本文第一章首先描述了论文是在什么样的时代背景下创作的,接下来论述了文章的研究意义,从而明确了本文的价值,接着本文讲述了为什么要选择长丰县农村社会救助这个题目作为笔者的毕业论文。第二章界定了社会救助相关概念的外延和内涵,并且定下了研究范围,从而为接下来的研究工作定下了良好的基调,并引用了国外社会救助的相关理论和研究了国内社会救助思想,尤其是毛泽东同志的农村社会救助思想,为本文分析长丰县农村社会救助工作打下坚实的理论基础。第三章分析了国内外成功社会救助案例,通过对国内外成功实施社会救助案例进行研究,尤其是香港地区、上海市、浙江省的成功案例,得出社会救助事业成功的普遍规律,从而为长丰县的研究积累案例素材。第四章讲述了长丰县农村社会救助事业的现状,重点突出了取得的成就。第五章指出了长丰县农村社会救助存在的问题,主要是观念问题,制度问题,资金问题和城乡差异,并分析了是什么原因导致了问题,最后第六章,笔者给出了自己对于完善长丰县农村社会救助事业的一些建议。
[Abstract]:Since the reform and opening up, China has made great progress in its economy and the people's living standards have been improving day by day. However, the basic national conditions of our country are that it will be in the primary stage of socialism for a long time. Some people's lives are still below the subsistence line. For a long time, the socialist market economy system has been practised in our country, and the long-standing dual urban-rural division system has led to the economic development and cultural development of cities and rural areas. In terms of national livelihood, especially in the area of social security, a growing gap has formed. In some rural areas, the minimum income guarantee system, the medical assistance system, There are great differences between the social security system of the disabled and the city. This is not conducive to the realization of Chinese Dream and inconsistent with the social development goal of our country. This paper takes Changfeng County of Hefei City as an example. This paper investigates the present situation of rural social assistance in Changfeng County, finds out the problems existing in the cause of rural social assistance, and tries to analyze the reasons behind it. The structure of this paper is as follows: the first chapter describes the background of the paper, and then discusses the significance of the research. Then this paper explains why we should choose the topic of rural social assistance in Changfeng County as my graduation thesis. Chapter two defines the extension and connotation of the related concepts of social assistance. And set the scope of the research, thus setting a good tone for the next research work, and cited the relevant theories of foreign social assistance and studied the domestic social assistance thought, especially Comrade Mao Zedong's thought of rural social assistance. The third chapter analyzes the successful social assistance cases at home and abroad, and studies the successful implementation of social assistance cases at home and abroad, especially in Hong Kong and Shanghai. The successful cases of Zhejiang Province, draw the universal law of social assistance success, thus accumulate case materials for the study of Changfeng County. Chapter four describes the current situation of rural social assistance in Changfeng County. The fifth chapter points out the problems existing in the rural social assistance in Changfeng County, mainly the problem of concept, system, capital and the difference between urban and rural areas, and analyzes what causes the problem. The author gives some suggestions for perfecting rural social assistance in Changfeng County.
