基于模糊软集合的企业服务采购决策模型研究

【摘要】:随着社会分工的细化、服务业的飞速发展,企业服务采购的规模越来越大、涉及范围越来越广、重要程度越来越高,对所采购服务要求也越来越高,但服务质量难于控制、服务评价主观性强,不同服务差异性较大,而目前对企业生产性服务的标准化程度不高、研究较少。服务采购决策过程中,需要适应参数多变、不同信息融合的需求,这使得传统的方法在解决此类问题时存在局限。软集合理论是近几年兴起的一种新兴的处理不确定性问题的建模工具,软集合参数集易于拓展,软集合决策映射函数较传统方法更加灵活。目前,软集合理论已经被广泛的应用到管理、工程、生物等领域。本文在总结服务和服务采购特点的基础上,构建出基于模糊软集合的企业服务采购决策模型。具体而言,将企业服务采购决策分解为采购方式的选择决策和服务提供商选择决策两个紧密相关的过程,重点研究上述两个关键问题,分别建模,不断优化,最终联合作为企业服务采购决策模型的主体部分。通过将软集合理论引入到上述问题的解决中,提出根据服务的价值和采购风险决策服务采购方式,根据不同的采购方式和服务的特点建立相对应的服务提供商选择的选择模型,并研究了模型的优化问题。首先,建立基于模糊软集合的服务采购方式决策模型。在对企业常用采购方式、服务和服务采购的特点归纳总结的基础上,参考分类采购思想,分析影响服务采购方式选择的因素,通过将这些因素分解为服务价值和服务采购风险两大类指标,通过对指标的综合、及与各种采购方式最适合价值和风险值的比较,建立基于模糊软集合的采购方式决策模型来进行服务采购方式的选择。然后,构建了基于模糊软集合的服务提供商选择模型。以解决服务提供商选择问题为目标。首先,将软集合理论引入到服务提供商的选择模型中,提出了基于软集合的服务提供商选择模型。其次,针对高风险低价值型服务,结合区间直觉模糊集通过隶属度、非隶属度两个标度对服务提供商属性进行评估,构建区间直觉模糊软集合选择模型,给出区间直觉模糊软集合的加权平均算子、乐观决策算子和悲观决策算子,为中性、乐观和悲观条件下服务提供商选择决策提供指导,该方法以区间形式表示专家肯定、否定评价,能同时考虑服务提供商的确定性因素和风险因素。最后,对高价值高风险的服务提供商选择问题,构建基于模糊软集合和TOPSIS方法的服务提供商选择模型。通过模糊软集合的映射函数将各种不同量纲、不同取值范围、不同取值类型的定量、定性指标进行融合,并利用模糊软集合的集合属性和模糊软集合的距离测度和贴近度等性质来进行服务提供商的选择决策,在同时考虑采购成本和服务质量两方面因素的条件下,解决了高风险高价值服务提供商的选择问题。最后,考虑到企业服务采购研究的模型不成熟、需要持续优化的特点,提出通过优化和调整不同采购方式的最合适价值和风险值优化采购方式选择模型,以进行采购方式选择的优化;通过应用基于模糊软集合的参数约简,进行服务提供商选择中参数指标的优化问题。同时讨论和确定了企业实际应用过程中,具体的优化措施、优化方法和步骤。
[Abstract]:With the refinement of social division of labor, the rapid development of the service industry, business services procurement increasingly large scale, involving increasingly wide range of increasingly high degree of procurement services are increasingly high requirements, but the service quality is difficult to control, service evaluation subjective, different service differences at present the production of services is not high degree of standardization, less research services procurement decision-making process, need to adapt to the changing parameters, different information fusion needs, which makes traditional methods have limitations in solving such problems. Specifically, the enterprise service procurement decision into the choice of procurement decision-making and service provider selection decision two closely related process, focuses on the two key problems, model, continuous optimization finally as the main body of enterprise service purchase decision model. By solving the soft set theory is introduced to the above problems, according to the service value and purchase risk decision-making service procurement method, model selection based on different characteristics of procurement and service to establish corresponding service provider selection, and studies the optimization model at first, the establishment of decision fuzzy soft set based on service procurement model. Secondly, aiming at the high risk of low value services, combined with interval valued intuitionistic fuzzy sets by degree of membership, non membership of two scales to evaluate the service provider attributes, construction area Intuitionistic fuzzy soft set selection model, weighted average operator interval intuitionistic fuzzy soft set, optimistic and pessimistic decision operator decision operator, is neutral, decision-making to provide guidance service providers optimistic and pessimistic conditions, the method in the form of interval expert affirmation, negative evaluation, considering uncertainty factors and risk factors. Service provider. Finally, the high value of high risk service provider selection problem, construct the selection model of fuzzy soft set and TOPSIS method. Finally, considering the research enterprise service procurement model is not mature, characteristics of continuous optimization, put forward through the optimization and adjustment of different procurement methods most suitable value and risk value to optimize purchasing mode choice model, for optimize purchasing mode choice; through the application of parameter reduction based on fuzzy soft sets, optimization parameters of service provider selection. At the same time to discuss and determine the actual application process, specific measures, methods and steps of the optimization.
