低碳经济下中国制造业技术创新扩散机理及活跃度研究

【摘要】:在创建创新型国家以及气候变化和环境问题日益凸显的背景下,作为中国技术经济发展重要组成部分的中国制造业对实现创新发展和低碳经济发展必定都具有至关重要的作用。关于这方面,学者们进行了较多研究,但以往研究大多未从政府、企业以及市场等多主体角度来系统性地综合分析三个议题(制造业发展、低碳经济发展和技术创新扩散),也未能很好回答怎么利用技术创新扩散来实现制造业新型化与低碳经济融合发展。为此,作者通过相关文献分析,丰富了低碳经济下制造业技术创新扩散的概念内涵,强调其系统性、多主体性和低碳效应性,并对其进行了机理效应分析,提出了“政府-企业-市场-技术-低碳效应”因素模式(“GEMT-LCE”),分析建立了不同类型模型。通过低碳经济下制造业产业技术创新扩散活跃度评价模型的分析发现,低碳经济下制造业技术创新扩散活跃度在总体持续增强的趋势下存在产业差异性,并通过聚类分析指出了合理的产业类别及其特征;而通过低碳经济下区域制造业技术创新扩散活跃度评价模型的分析发现,区域活跃度在总体上也呈现逐年加强但也存在东西区域逐渐拉大的趋势,并绘制了低碳经济下技术创新扩散时空分布图以反映出各区域基于点、线以及面分布特征的技术创新扩散活跃度的差异性;基于制造业产业和区域差异性观点,分析建立了企业、产业和区域的路径分析模型。从企业角度采用博弈分析方法研究表明,低碳经济下技术创新扩散过程中先采用企业技术创新行为及其效应对潜在企业来说具有的重要标杆意义,还要重视政府财税政策和市场培育对不同类型制造业企业问的作用:从产业和区域层面分别建立结构方程PLS路径模型,实证分析了各因素间关系及其作用路径,研究表明,低碳经济下制造业技术创新扩散路径存在“断层”路径、“扭曲”路径和“通路”三种类型,总体上看制造业无论在产业层面还是区域层面低碳经济下技术创新扩散效应预期都是趋好的,其中在所有路径中市场驱动都具有至关重要的积极正面作用,而对差异性产业或者区域来说技术创新扩散路径也都具有各自典型的特征。最后结合对欧美国家组织和中国的政策分析,在借鉴国际优势、总结自身不足以及上述发展路径观点的基础上,从企业层面、产业层面以及区域层面为更好制定低碳经济下技术创新扩散的政策提出建议。上述有关技术创新扩散的观点、结论和政策建议将对促进低碳经济和制造业新型化融合发展具有重要积极的理论和实践指导意义。
[Abstract]:Under the background of creating an innovative country, climate change and environmental problems, China's manufacturing industry, as an important part of China's technological and economic development, must play a vital role in realizing the development of innovation and low-carbon economy. In this regard, scholars have carried out more research, but most of the previous studies have not systematically analyzed three topics (development of manufacturing industry) from the perspective of government, enterprise and market. The development of low-carbon economy and the diffusion of technological innovation also fail to answer how to utilize the diffusion of technological innovation to realize the integration development of manufacturing industry and low-carbon economy. Therefore, through the analysis of relevant literature, the author enriches the concept connotation of technological innovation diffusion in manufacturing industry under low carbon economy, emphasizes its systematization, multi-subjectivity and low carbon effect, and analyzes its mechanism effect. A factor model of "government-firm-market-technology-low carbon effect" ("GEMT-LCE") is proposed, and different types of models are established. Through the analysis of the evaluation model of technological innovation diffusion activity of manufacturing industry in low carbon economy, it is found that there are industrial differences in manufacturing technology innovation diffusion activity in low carbon economy. Through cluster analysis, the paper points out the reasonable industry category and its characteristics, and finds out through the analysis of regional manufacturing industry technological innovation diffusion activity evaluation model under low carbon economy. On the whole, the regional activity has been strengthened year by year, but there is a trend that the east-west region is gradually expanding. The spatio-temporal distribution of technological innovation diffusion in low-carbon economy is plotted to reflect the point based on each region. Based on the view of manufacturing industry and regional difference, this paper analyzes and establishes the path analysis model of enterprises, industries and regions. From the point of view of enterprises, the game analysis method is used to study the significance of adopting technological innovation behavior and its effect to potential enterprises in the process of technological innovation diffusion in low-carbon economy. It is also important to pay attention to the role of government finance and taxation policy and market cultivation on different types of manufacturing enterprises: to establish the structure equation PLS path model from the industrial and regional levels, and empirically analyze the relationship between the various factors and their action paths. There are three types of "fault" path, "distortion" path and "path" in the diffusion path of manufacturing technological innovation in low-carbon economy. Generally speaking, the diffusion effect of technological innovation in manufacturing industry is expected to be better both at the industrial level and in the regional level, and market driving plays an important and positive role in all paths. For different industries or regions, the diffusion path of technological innovation also has their own typical characteristics. Finally, combined with the policy analysis of European and American countries and China, on the basis of drawing lessons from international advantages, summing up their own shortcomings and the above views of the development path, from the enterprise level, The industrial level and the regional level provide suggestions for better formulation of policies on diffusion of technological innovation in a low carbon economy. The above views, conclusions and policy recommendations on the diffusion of technological innovation will be of important theoretical and practical significance in promoting the integration of low-carbon economy and manufacturing industry.
