贵阳市宠物诊疗现状分析及发展对策

【摘要】：宠物诊疗机构的职责在于保障宠物健康和维护社会公共卫生安全。近年来,贵阳市宠物诊疗机构发展迅速,为贵阳市社会经济发展起到积极作用。为给动物卫生行政部门规范宠物诊疗机构管理、提高诊疗装备和服务水平,促进贵阳市宠物诊疗健康可持续发展,而提出本课题研究。本研究在对贵阳市宠物诊疗发展现状进行走访、问卷、资料查询的基础上,通过SWOT分析法(Strength-Weakness-Opportunity-Threat分析法),全面深入剖析贵阳市宠物诊疗发展所具有的优势与机会,面临的劣势与威胁,并针对现状和问题提出相应的发展对策和建议。1.贵阳市宠物诊疗机构发展规模现状分析本章节对目前贵阳市宠物诊疗机构数量、经营属性、地域分布和营业状况等发展规模指标进行调查分析。结果显示:贵阳市现有工商登记的宠物诊疗机构28个,其中:具有动物防疫卫生资质的11个,占39.3%,无资质17家,占60.7%;私立性质的27个,占96.43%,公立性质的1个,占3.6%;宠物诊疗机构主要分布在经济收入较高的南明区和云岩区,分布率达66.67%;宠物诊疗机构月平均营业额为8.2万元。结果表明贵阳市宠物诊疗机构以私立性质为主,取得资质的比重低;经济较发达的地域宠物诊疗机构分布多;营业额还存在较大提升空间。2.贵阳市宠物诊疗机构软硬件建设与发展现状分析本章节对目前贵阳市宠物诊疗机构软硬件建设与发展现状进行调查分析。结果显示:有资质的从业人员217人,其中执业兽医师77人,占35.4%,执业助理兽医师140人,占64.6%;从业人员以本、专科学历为主;已出台部分规章管理制度,诊疗信息管理软件初步使用;宠物医疗仪器设备配备参差不齐,高端仪器设备装备正在建设发展中。结果表明目前贵阳市宠物诊疗机构高学历兽医从业人员比重较低,取得资质的人数较少,软件建设还有待加强;各型宠物医疗设备不断配备,整体处于良好发展态势,有助于提高疾病诊断的准确性。3.贵阳市宠物常见疾病及其免疫接种状况分析本章节对2014年4月贵阳市28家宠物门诊宠物常见疾病及其免疫接种状况进行调查分析。结果显示:贵阳市门诊宠物种类主要是犬、猫、兔,接诊量为4578只、1236只和159只,分别占接诊总量的76.27%、20.59%和2.66%;其他宠物29只,占接诊总量的0.48%。诊治犬病3873例,占接诊犬总量的84.6%,其中传染病、寄生虫病和普通病分别占诊治总量的61.27%、17.38%和21.2%。诊治猫病1138例,以普通病居多,占诊治总量的59.58%;其次是传染病,占31.02%;第三是寄生虫病,占9.3%。犬猫免疫接种数为10808只,其中犬占接种总数的82.33%,高于猫的接种量;犬进口疫苗接种率为84.78%,猫进口疫苗接种率为66.62%,两种动物进口疫苗总接种率为82.82%。结果表明目前贵阳市宠物门诊接诊的宠物仍以犬猫为主,以接种进口疫苗居多;犬猫传染病的发病率较高,有必要进行免疫预防接种。4.贵阳市宠物诊疗机构发展瓶颈及内部管理状况分析解决宠物医疗纠纷相关法律法规空白、宠物药品种类不足、宠物相关产业发展滞后等为当前发展面临的主要瓶颈;宠物医院从业人员在组织结构满意度、绩效考核满意度和人力资源管理满意度等方面分别比宠物诊所高31.93%、52.09%和5.66%,表明宠物医院内部完善程度较高,预示按医院建制为多数宠物诊疗机构的发展目标。5.贵阳市宠物诊疗发展的SWOT分析及建议经SWOT分析认为,贵阳市地处省城,宠物数量多,并有专门的宠物市场,是全省宠物的集散地,宠物疾病诊疗行业不可或缺,优势突出;城镇化建设推进,城市人口增加和宠物数量增多,诊疗技术发展和进步,政府对城市公共卫生事业越来越重视,给城市宠物诊疗机构的发展带来良好机遇;目前还存在技术装备比较落后、专长技术人才不足、部分诊疗活动不合法、高级技术人员队伍短缺等不足和劣势;由于地方政府部门缺乏宠物诊疗事业发展规划布局和管理办法,宠物诊疗机构存在区域布局集中和不正当激烈竞争的威胁。针对贵阳市宠物机构现状和发展的需要,建议政府编制《贵阳市宠物诊疗机构建设发展规划》、制定和实施《贵阳市宠物诊疗机构建设标准》及《贵阳市宠物诊疗机构规范化管理制度》等,实行规范化管理,改善管理服务;建议从公共卫生安全知识培训、执业兽医考前培训、执业兽医实操考核考核、加强学术交流等方面,促进服务品质的提升。通过全面分析贵阳市宠物诊疗机构发展现状,得出如下结论:1)现阶段贵阳市宠物诊疗有了一定程度的发展,但仍处于落后水平,有待进一步改善和提高。2)贵阳市宠物诊疗制度建设仍处于摸索阶段,需要动物卫生有关部门正确引导和及时规范。3)贵阳市经济发展的滞后在一定程度制约着宠物诊疗发展,各项制度的建立和政策的实施应有效结合当地生活水平。
[Abstract]:Pet hospital duty is to protect the pet health and maintain public health and safety. In recent years, the rapid development of pet medical institutions in Guiyang City, to the positive role of social economic development in Guiyang city. In order to regulate the health administrative department of animal pet hospital management, improve medical equipment and service level, to promote the healthy and sustainable development of Guiyang City pet clinic, and the topic of the present study. The need for pet institutions of Guiyang city status and development, suggested that the government formulate "Guiyang City pet hospital construction and development planning", to formulate and implement the "Guiyang City pet hospital construction standards > and < Guiyang City pet hospital standardized management > system, the implementation of standardized management, improve management services; suggestions from the public health and safety knowledge training, practicing veterinary veterinary practice exam training, assessment, strengthen academic exchanges, promote the promotion of service quality.
