　　马达加斯加是位于非洲东南部的一个岛国。在该国,来自不同国家的人们从事着频繁的贸易及外事活动,因而翻译的重要性不言而喻。然而,这个国家并没有被20世纪70年代以来所发生的翻译研究热潮所触动。马达加斯加只是最近才制定了一项国家语言政策,而翻译政策则尚为一片空白。在当前的国际化背景下,马达加斯加与其他国家的经济、文化交流日趋频繁,因此马达加斯加急需形成切实有效的翻译政策并予以实施,以便能够有效促进该国的翻译实践和翻译研究活动。本研究对此问题进行了较为深入系统的探讨。构建本研究的理论是多元系统论、规范理论和后殖民主义翻译理论。笔者认为,这些理论支持这样的观点:马达加斯加一直需要一个翻译政策,这不仅可以促进该国的文学和文学翻译的发展,而且可以促进马达加斯加的外交、政治、经济和文化进步,为马达加斯加与国外的经济、文化交流与互动打下坚实的语言基础。由于马达加斯加存在限制本翻译政策制定的各种因素和障碍,因此本研究中我们提出了一系列建议来化解这些障碍。这些建议涉及政府、经济、社会、文化、语言等方面。作为与政府相关的建议,我们认为,政府应该设立专门的机构或组织来制定和实施翻译政策,因为只有政府才有能力为一...
