大亚湾开发区农村社会治安防控体系建设研究

【摘要】：良好的治安环境是和谐农村的必然要求,对于农村各项改革深化,农村民主法治进程的推进,农村社会经济的持续健康发展具有重要意义。本文从农业区域管理的视角,以大亚湾开发区农村社会治安防控体系作为研究对象,通过对大亚湾开发区农村地区治安防控现状进行调查研究,并针对现存的不足,探索具有区域特色的治安防治发展模式,寻找适合新农村建设的治安防治措施及路径,为解决全国其它地区进行新农村建设过程中面临的一些治安防治问题起到探索作用,提供一定的参考和借鉴。本文主要包含以下六个部分:第一章为绪论,包括选题背景和意义、国内外研究综述,在收集本课题相关的数据资料对基础上,提出研究的主要内容、方法及创新点。第二章为农村治安防控体系建设的相关理论,包含农村治安防控体系的内涵及目的、农村治安防控体系的结构与功能及农村治安防控体系建设的管理重点,同时还介绍了农村治安防控体系建设原则与农村社会治安防控体系建设的理论基础。第三章主要介绍了大亚湾开发区农村社会治安防控体系建设的基本情况,主要包括大亚湾开发区农村治安情况及大亚湾开发区农村社会治安防控体系建设的现状及运行效果。第四章主要从防控体系构成、防控体系运行效率、防控体系功能三方面入手,进行大亚湾开发区农村社会治安防控体系建设存在问题及原因分析,并从管理决策、组织机构、激励措施、管理创新四方面分析原因。第五章主要从组织决策、组织管理、激励机制及基层人员绩效四方面提出对策。第六章为结论部分。
[Abstract]:Good public security environment is the inevitable requirement of a harmonious countryside. It has great significance for the deepening of rural reform, the advancement of rural democracy and rule of law, and the sustained and healthy development of rural social economy. This article from the regional agricultural management perspective, the rural social security prevention and control system of Dayawan Development Zone as the research object, through investigation and Research on the status quo of public security prevention and control in rural areas of Dayawan Development Zone, and in view of existing problems, to explore the development mode of security control with regional characteristics, to find suitable for the construction of new rural public security prevention measures and some path. In order to solve the problems of security control and other areas of the country in the process of new countryside construction plays a role in exploration, and provide some reference. This paper mainly includes the following six parts: the first chapter is the introduction, including the background and significance of the topic selection, and the research summary at home and abroad. On the basis of collecting relevant data and data, we put forward the main contents, methods and innovations of the research. The second chapter is the related theory of the construction of rural public security prevention and control system, including key management of rural public security prevention and control system, the connotation and purpose of rural public security prevention and control system and the structure and function of rural public security prevention and control system construction, and also introduced the construction of rural public security prevention and control system, and the construction of rural social security prevention and control system theory. The third chapter mainly introduces the basic situation of the rural social security prevention and control system in Dayawan Development Zone, including the rural public security situation in Dayawan Development Zone and the current situation and operation effect of the rural social security prevention and control system in Dayawan development area. The three chapter mainly from the fourth constitution, prevention and control system of prevention and control system operating efficiency, the function of prevention and control system, analyzes the existing problems and the reasons of construction of rural social security prevention and control system of Dayawan Development Zone, and from the management decision-making, organization, incentive measures and management innovation in four aspects of reason analysis. The fifth chapter is mainly from the four aspects of organizational decision-making, organization management, incentive mechanism and basic personnel performance. The sixth chapter is the conclusion part.
