【摘要】：近期曝光被查的少数"小官大贪"、"蚁官巨贪'"每每令人扼腕,村干部与群众的联系最为直接、最为广泛、最为频繁。少数村干部的腐败行为损害了人民群众的利益与感情,也影响党和国家在群众中的形象。农村基层反腐处于我国反腐败斗争的最前沿,如何找到农村基层腐败的破解之道,不仅是广大民众关心的政治问题,也是检验我党执政能力和国家治理能力现代化的重要标准。本文基于对村干部腐败案件分析的第一手资料与实地调研,运用访谈分析法与个案研究法,分析成都市P县地区村两委干部腐败案例,并从村民自治背景下探讨当前P县地区村干部腐败现象出现的原因。研究发现:当前的村两委干部腐败特点主要有,一是当前村干部腐败主体"一把手"倾向明显,且呈现出"抱团腐败"的趋势;二是腐败形式多样化,主要以贪污受贿型案件为主;三是腐败手段呈现出复杂化、隐蔽化的倾向。而村干部腐败的动因主要是由于村民自治制度存在缺陷和监督失效这两方面。通过对于村干部腐败案例的分析,笔者从村民自治制度中的"四个民主"(民主选举、民主决策、民主管理、民主监督)入手,探讨预防村干部腐败的新路径,进一步完善农村基层反腐败的相关措施和制度,以期实现农村社会反腐倡廉建设常态化。
[Abstract]:The recent exposure of a small number of "small officials big greed", "ant officials huge greed'" often make people grimacing, the village cadres and the masses of the most direct, the most extensive. The corruption of a few village cadres not only damages the interests and feelings of the people, but also affects the image of the party and the state among the masses. How to find the way to solve the corruption in rural grassroots is not only a political issue concerned by the general public. It is also an important standard to test the modernization of our party's governing ability and national governance ability. Based on the firsthand data and field investigation of village cadres' corruption cases, this paper uses the method of interview analysis and case study. This paper analyzes the corruption cases of village cadres in P County, Chengdu, and probes into the causes of the corruption of village cadres in P County under the background of villager autonomy. First, the main body of village cadres' corruption has a tendency of "leading leader" obviously, and showing the trend of "banding group corruption"; Second, the form of corruption is diversified, mainly to corruption and bribery cases; Third, the corrupt means show the tendency of complexity and concealment. The reason of the village cadre corruption is mainly due to the defects of the villager autonomy system and the failure of the supervision. Through the analysis of the village cadre corruption cases. Starting with the "four democracies" (democratic election, democratic decision-making, democratic management, democratic supervision) in the system of villager autonomy, the author discusses the new ways to prevent the corruption of village cadres. To further improve the rural grassroots anti-corruption measures and systems, in order to achieve the construction of the rural society regular anti-corruption.
