建构主义的视角下的东亚命运共同体建构研究

【摘要】：从某种意义上说,共同体与人类社会几乎是同时诞生并随着人类社会发展的,它是人类之间共存共处的一种组织形式,具有非常丰富的内涵和多层次的意义。共同体有多重存在形式,有经济共同体、安全共同体、利益共同体、文化共同体,本文研究的是国家间的命运共同体。由于命运共同体的构建与东亚各国利益密切相关,自从被提出后,就受到包括中国在内的东亚各个国家的积极响应,各国对构建东亚命运共同体都抱有的极大的热情并积极付出诸多努力。面对东亚命运共同体建构的种种问题,建构主义提出了不同于传统理论的解释。温特的建构主义既是一种国际政治的理论,也是一种研究国际关系的方法。将温特的社会建构主义理论应用于东亚命运共同体研究,就是运用建构主义国际政治理论的框架(国家身份与国家利益理论,国际体系结构理论和国际体系转换理论的核心概念)对东亚命运共同体进行解读。因此正确理解建构主义并用相关理论进行分析对东亚命运共同体的建构十分重要。本文包括以下几个部分:绪论,首先介绍本论文的选题依据和研究意义,然后介绍建构主义理论和东亚命运共同体相关内容的研究现状,随后介绍本篇论文的研究思路和研究方法,最后是本篇论文的创新和不足之处。第一部分,建构主义国际政治理论。温特建构主义的主要论点是:社会共有观念建构了国际体系并使这种结构具有动力。建构主义理论主要涵盖三个方面的内容:首先是国家结构施动理论,国家是国际政治体系中的“单一行为体”(unitary actor)。国家行为体是具有身份和利益的实体,不同的身份代表不同的国家利益,国家行为是被根植于身份的利益驱动的。其次是国际文化体系理论,温特认为,产生无政府体系结构和逻辑的是文化结构,无政府体系主要有三种文化,分别是霍布斯文化、洛克文化和康德文化。最后是国际体系进化理论,通过国家之间的互动,国际体系的结构得以造就、再造,并时常发生转换,身份形成和结构变化主要取决于四个变量。第二部分,构建东亚命运共同体的思想理念。主要有政治思想领域的共同体思想,十八大以来中国领导人对命运共同体思想的阐述与运用,以及东亚各国对东亚区域命运共同体的设想,最后结合建构主义理论的共同体思想给了东亚命运共同体做了定义。东亚命运共同体,是指存在不同角色身份的东亚国家行为体,通过角色互动,将友谊观念为核心的文化体系不断内化并建立规范,各国自我约束而组成的有较高同质性、相互依存、共同命运的东亚国家集合体。第三部分,构建东亚命运共同体的机遇和挑战及可行性分析。当今世界,处于一个相互依存的全球化时代,国际秩序向多极化方向发展,国际格局处于变动转型时期,这是东亚命运共同体建构的战略机遇。但也要看到,由于争夺地区主导权带来的地缘博弈,经济与安全的不平衡发展,领土纠纷以及东亚各国主观认识的错位,也为东亚命运共同的建构带来诸多挑战。但是,由于东亚区域内各国在地缘上紧密相连、在经济上共同发展、在公共问题上有制度性安排、在文化精神上相近,东亚命运共同体的建构是可行的。第四部分,东亚命运共同体的建构——建构主义的视角。要建构东亚命运共同体,就要以建构主义的视角去理解东亚区域内的国家,以建构主义的角度看待国家身份和国家利益。当前东亚的国际体系是洛克文化体系,未来的东亚命运共同体则是康德文化体系。要建构东亚命运共同体,集体身份认同对于东亚成员国是否做出有利于命运共同体的行动起着决定作用,因此了解集体认同的形成机制,对于东亚成员国重新认识自己国家身份和利益,进而采取积极行动,主动参与命运共同体建设有重要影响,形成东亚命运共同体的集体认同主要有四个变量,分别是相互依存、共同命运、同质性和自我约束。最后一部分是对论文的总结,建构主义是以身份认同理论为基础的,建构主义理论对于研究东亚命运共同体的形成机理和参与者行为以及身份认同方面具有天然优势,它为我们分析东亚命运共同体构建问题提供了一个全新的视角和探索性方案。东亚命运共同体构建不会一帆风顺,如果东亚各国都能从长远利益作为出发点来考虑命运共同体构建,一个高度互信的能带领东亚各国走向共同繁荣的命运共同体完全是可以建成的。
