【摘要】:公务员作为现代政府的重要组成部分,其人格特征和行为动机直接关系着公务员激励机制的设计和改革。一方面,政府机构有着明显的权威等级,在这种权威体制下工作的公务员会对权威有一种特殊的态度:服从权威又渴望获得权威——即权威人格;另一方面,政府部门作为公共部门,"公共"二字使得公务员的行为动机会呈现出一定的利他主义色彩,公共服务动机则是解释公务员行为动机的一种强有力理论。本文以江苏省部分公务员(包括监狱系统和非监狱系统)为调查问卷样本,结合个案访谈,通过因子分析、描述性统计和线性回归分析对公务员的权威人格、公共服务动机进行了测量,并证明了公务员权威人格对公共服务动机有正向的影响。全文共五章:第一部分为绪论,主要介绍了文章的主题及核心概念界定;第二章为理论综述,对权威人格、公共服务动机及权威体制作了较为全面的总结和归纳,为研究假设的提出提供充分的理论依据;第三章为研究设计,阐述研究假设、样本的设计、收集及数据处理方法;第四章为实证分析,通过数据结果分析权威人格、公共服务动机的状况及权威人格对公共服务动机的影响作用情况;第五章为研究结论及不足,在总结上文实证结果的基础上提出建议,同时指出本研究的不足与改进之处。实证结果显示,本研究的公务员权威人格程度较高,且在监狱系统/非监狱系统中、男/女中、领导/非领导职务中呈现显著的差异;公务员公共服务动机水平较高,且在监狱系统/非监狱系统、领导/非领导职务、硕士/本科中存在显著差异;公务员的权威人格对公共服务动机有正向的影响作用,权威人格越高,公共服务动机越高。这与中国权威体制的若干特点有关,"家长本位"的政治传统和儒家文化、"上下分治"的治理模式及一统教化的政治观念制度能够解释上述的实证结果。通过以上结论,可以换一个视角看待权威人格,它在特定制度下可能会产生积极的作用;如何进一步提高公务员公共服务动机,其实可以回归到公务员激励机制这一议题上来,如何根据中国特色来设计切实有效的激励机制是今后改革的重点。
[Abstract]:As an important part of modern government, civil servants' personality characteristics and behavior motivation are directly related to the design and reform of civil servants' incentive mechanism. On the one hand, government agencies have a clear level of authority. Civil servants who work under this system of authority will have a special attitude towards authority: obedience to authority and yearning for authority-namely authority personality; On the other hand, as a public sector, the word "public" makes the behavior motivation of civil servants show certain altruism. Public service motivation is a powerful theory to explain the behavior motivation of civil servants. This paper takes some civil servants in Jiangsu Province (including prison system and non-prison system) as the questionnaire sample, combined with a case interview. Through factor analysis, descriptive statistics and linear regression analysis, we measure the authoritative personality and public service motivation of civil servants. It proves that the authority personality of civil servants has positive influence on the motivation of public service. The paper consists of five chapters: the first part is the introduction, mainly introduces the theme of the article and the definition of the core concepts; The second chapter is a theoretical overview, the authority personality, public service motivation and authority system to make a more comprehensive summary and induction, for the research hypothesis to provide a sufficient theoretical basis; The third chapter is the research design, the research hypothesis, the sample design, the collection and the data processing method; Chapter 4th is an empirical analysis, through the results of the data to analyze the authoritative personality, the status of public service motivation and the influence of authoritative personality on public service motivation; Chapter 5th is the conclusion and deficiency of the study, on the basis of summing up the empirical results above, put forward some suggestions, at the same time pointed out the shortcomings and improvements of this study. The empirical results show that this study has a high degree of authoritative personality of civil servants. And in the prison system / non-prison system, male / female, leadership / non-leadership positions showed significant differences; The level of public service motivation of civil servants is high, and there are significant differences in the prison system / non-prison system, leadership / non-leadership positions, master / undergraduate; The higher the authoritative personality, the higher the public service motivation, which is related to the characteristics of China's authoritative system. The "patriarchal" political tradition and Confucian culture, the governance model of "upper and lower division and rule" and the political concept system of unifying education can explain the above empirical results. We can change the perspective of authoritative personality, which may play a positive role in a particular system. How to further improve the public service motivation of civil servants can be returned to the issue of civil servant incentive mechanism. How to design an effective incentive mechanism according to Chinese characteristics is the focus of the future reform.
