【摘要】：党的十八大提出了全面建成小康社会的奋斗目标,全面依法治国是实现这一目标的战略举措,它为实现这一战略目标建立规则秩序,给予法律上的保证。人民政协的民主监督属于社会主义监督体系中的党外监督,它对党委、人大、政府及其他国家机关的工作进行监督。人民政协民主监督作为我国社会主义监督体系的重要组成部分,既是我国政治运行程序中的重要环节,又是人民行使监督权利的重要形式,在我国民主政治生活中发挥着重要作用。人民政协的民主监督是实现全面依法治国的重要途径之一,以全面依法治国为视角,对人民政协民主监督进行深入研究,对于建设社会主义法治国家和全面建成小康社会,具有重要的理论和现实意义。本文共分四部分:第一部分,全面依法治国视阈下人民政协民主监督概述。这部分论述了全面依法治国,其中包括依法治国的内涵、全面依法治国的内涵以及全面依法治国的要求。论述了人民政协民主监督,其中包括人民政协的内涵、人民政协民主监督的内涵、性质、内容、形式和特点以及人民政协民主监督在国家治理中的作用。论述依法治国与人民政协民主监督的关系。全面依法治国是人民政协民主监督的重要保障,人民政协民主监督是全面依法治国的重要政治资源。第二部分,全面依法治国视阈下人民政协民主监督的意义和机遇。这部分主要论述了全面依法治国视阈下人民政协民主监督推进我国社会主义民主政治建设,有利于全民践行依法治国建设社会主义法治国家,助推社会主义监督体系的完善这三大意义;以及良好的监督环境、不断完善的监督制度体系和日益增强的监督意识等机遇。第三部分,全面依法治国对人民政协民主监督的时代述求。这部分论述了人民政协的民主监督必须坚持中国共产党的领导;与人大监督、党内监督等形成监督合力,加强对司法活动和行政权力的监督来强化人民政协的监督力度;人民政协要领导本单位遵守宪法法律和坚决查处本单位违法违纪行为来加强人民政协的内部管理。第四部分,全面依法治国视阈下加强人民政协民主监督的路径。这部分提出了增强政协委员的民主监督意识、法律意识、法律思维、监督为民的意识,党员干部自觉接受监督的意识来增强全面依法治国视阈下人民政协民主监督意识;加强人民政协内部法规制度建设、完善人民政协民主监督相关法律法规来完善全面依法治国视阈下人民政协民主监督法制体系;保证言路畅通、健全人民政协民主监督机制,补充评判标准、完善人民政协民主监督机制和善加利用网络监督提高人民政协民主监督效率来健全全面依法治国视阈下人民政协民主监督机制体系。

Belongs to the non party supervision system of socialist supervision, it to the Party committee, people's Congress, the government and other state organs to supervise the work of the CPPCC's democratic supervision.
