媒体融合背景下政府公共危机管理研究

【摘要】：公共危机是世界性的共同话题,时至今日,随着改革与转型步步走深,中国社会已经到了要时刻准备应对各种类型公共危机的历史阶段。而媒体融合是近年来中国主政者倡导的热点,也是社会发展的历史趋势。两者都是当今热点,且在理论、政策、实践等多个方面存在密切联系。以媒体融合为背景的政府公共危机管理,是一个符合当前实际和未来发展趋势的新话题。本文以媒体融合背景下的政府公共危机管理为主题,旨在研究当下和未来一段时间里,地方政府如何有效运用媒体融合,及时有力地在公共危机管理中实施决策,防御危机、控制危机、消除影响。本文的框架思路是:以近年来我国公共危机事件频发,且中央出台媒体融合相关政策拉开媒体融合发展序幕为大背景,采用查阅文献、专题调研、案例分析、比较分析等手段,对媒体融合背景下政府公共危机管理的特点进行分析,对相关政策和流程完善进行研究,对政府与媒体如何建立高效率的融合式管理机制进行分析、研究和总结。文中援引来自国内国外的理论研究成果,结合近年来发生的四起媒体融合背景下的公共危机典型事件,深入剖析政府认识、了解、掌握、运用媒体融合的必要性,以及政府公共危机管理“遇上”媒体融合时面临的挑战和现存的问题。通过找寻媒体融合矩阵中传统媒体、新媒体渠道互动的一般规律、特征和变迁趋势,对新形势下加强政府与媒体在危机管理中的良性互动,以及面对危机时政府如何扬长避短,充分发挥媒体融合的积极作用提出建议,进而倡导政府适应新形势、新要求,在这个特殊时代背景下,打好公共危机管理这张“牌”。
[Abstract]:Public crisis is a common topic in the world today, with the reform and transformation step, Chinese society has reached a historical stage to be ready to deal with all types of public crisis. While the media convergence is a hot topic in recent years Chinese leaders advocate, is historical trend of social development. Both are hot today, and in theory, policy, practice and other aspects are closely related. The media convergence as the government public crisis management background, is a realistic and future development trend of the new topic. Based on the media integration of government public crisis management under the background of the theme, aims to study the current and future period of time. The local government how to effectively use the media fusion, timely and effective implementation of decision-making in public crisis management defense crisis, crisis control, to eliminate the influence. The framework of this paper is: in our country in recent years Public crisis events occur frequently, and the introduction of media convergence policy opened the prelude to the development of media convergence as the background, using literature, investigation, case analysis, comparative analysis and other methods, the characteristics of the media under the background of the integration of government public crisis management are analyzed, the relevant policies and procedures to improve the research, analyze how to establish efficient the integrated management mechanism of the government and the media, studied and summarized. This paper quoted from domestic and foreign research results, combined with the four media occurred in recent years under the background of the integration of the public crisis typical events, in-depth analysis of government knowledge, understand, master, use the necessity of media convergence, and facing the public crisis the management of "encounter" media convergence when the challenges and the existing problems. Through the integration of traditional media to find media matrix, new media channels of interaction in general The law, characteristics and trend of change, to strengthen the interaction between government and media in crisis management under the new situation, and the face of the crisis the government how to avoid weaknesses, give full play to the positive role of media convergence and puts forward some suggestions, and thus promote the government to adapt to the new situation and new requirements, in this special background, good public crisis management "cards".
