新媒体视阈下地方政府决策中的公民参与研究

【摘要】：目前,我国正处于社会发展的转型阶段,在“全面深化改革”、“依法治国”等大背景下,公民参与地方政府决策成为了一项重大议题。同时,脱胎于第四次传播革命,以互联网技术为代表的新媒体能够克服传统公民参与过程中的诸多不足,并能在环保、邻避决策中发挥重要作用。因此,研究新媒体视阈下地方政府决策中的公民参与具有非常重要的意义。当今社会,公民利用新媒体参与地方政府决策的案例数不胜数,其中,垃圾焚烧发电事件代表性强且受社会关注程度高,同时,其又能表现出典型的新媒体特征。因此,本文以贵阳市B区垃圾焚烧发电事件为例,采用个案研究法、访谈法,以及比较分析法探讨了相应的问题。在案例分析中发现,该案例仅属于新媒体视阈下地方政府决策中公民参与的类型之一,即“简单维权参与”,而公民参与类型还包括“强势维权参与”和“良性互动参与”。因此,为了进一步分析B区事件为什么只是“简单维权参与”,论文又选取了分别代表另外两种参与类型的广州番禺、北京阿苏卫垃圾焚烧发电事件作比较分析,分析它们与B区事件之间的不同之处。在此基础上,本文总结了新媒体视阈下地方政府决策中公民参与的完整流程,以及新媒体对公民参与地方政府决策所起到的作用,同时,还探讨了新媒体视阈下公民参与地方政府决策存在的问题及其原因。论文认为,主要存在的问题有:决策信息质量参差不齐;参与的代表性存有疑问;非理性参与及参与无序;政府回应公民参与迟钝且采取维稳手段,同时,政府吸纳公民参与意识淡薄。而导致这些问题的根源在于:存在明显的数字鸿沟现象;沉默螺旋效应诱发群体极化;网络舆情治理缺位、错位;信息公开不及时、不到位,同时,政府的决策及治理理念未转变。针对以上问题和原因,本文从提升公民网络参与的主体素养、转变治理理念及行政方式、完善网络舆情治理机制,以及完善公民网络参与的相应保障出发,提出了相应的完善对策。
[Abstract]:At present, China is in the transition stage of social development. Under the background of "comprehensively deepening the reform" and "governing the country according to law", the participation of citizens in local government decision-making has become a major issue. At the same time. Born in 4th communications revolution, the new media represented by Internet technology can overcome many shortcomings in the process of traditional citizen participation, and can play an important role in environmental protection and neighboring decision-making. It is of great significance to study citizen participation in local government decision-making from the perspective of new media. In today's society, there are numerous cases in which citizens participate in local government decision-making using new media. Garbage incineration power generation event is representative and highly concerned by the society, at the same time, it can also show the typical new media characteristics. Therefore, this paper takes the power generation event of garbage incineration in Guiyang area B as an example, using the case study method. In the case analysis, it is found that the case is only one of the types of citizen participation in the local government decision-making under the new media perspective, that is, "simple rights protection participation". The types of citizen participation include "strong rights protection participation" and "benign interaction participation". Therefore, in order to further analyze why B area events are only "simple rights participation". The paper also selects the other two types of participation in Guangzhou Panyu, Beijing Asuwei MSW incineration power generation for comparative analysis, to analyze the differences between them and the B area events. On this basis. This paper summarizes the complete process of citizen participation in local government decision-making from the perspective of new media, and the role of new media in local government decision-making. The paper also discusses the problems and causes of citizen participation in local government decision-making from the perspective of new media. The main problems are as follows: the quality of decision-making information is uneven; The representativeness of participation is in doubt; Irrational participation and disordered participation; The government responds to the slow participation of citizens and takes measures to maintain stability. At the same time, the government absorbs citizens' participation consciousness is weak. The root of these problems lies in: the obvious phenomenon of digital divide; Silencing spiral effect induces population polarization; The network public opinion governs the vacancy, the dislocation; Information disclosure is not timely, not in place, at the same time, the government's decision-making and governance concept has not changed. In view of the above problems and reasons, this article from the promotion of civic network participation in the subject literacy, change governance ideas and administrative methods. To perfect the governance mechanism of network public opinion and the corresponding guarantee of citizen's network participation, this paper puts forward the corresponding consummation countermeasure.
