老挝地方政府领导干部选拔任用制度改革研究

【摘要】:现今,老挝地方政府的领导干部选拔任用制度的发展仍不完善,在国内国外大环境中都遇到了新的挑战。由于老挝目前经济发展较为落后,经验与能力不足,其需要探索的道路任重而道远,在人事制度改革方面也需要进一步制度化。另外,老挝国际化程度发展程度较低,获取经验与理论有限,这也会影响老挝人事制度的改革,阻碍其地方领导干部改革的力度和深度。加强老挝地方领导干部选拔任用制度的研究,有助于提高其国际竞争力,巩固党管干部原则。文章在总结各国地方政府领导干部选拔任用的经验后,从领导干部任用选拔制度发展不成熟、提名制度不规范、缺乏有效的监督等方面,探究其存在的不足和有待完善之处,并对影响其发展的内在原因进行探析。针对存在的问题,从建立健全法律法规、优化干部考察评价制度、建立完善的干部退出制度、加强民主监督等,提出改善的方案,期待能尽快看到竞争性选拔任用领导干部制度的效果。本篇论文首先是介绍本次研究的背景和意义、各国目前关于地方领导干部选拔任用研究现况、研究的目的与手段、研究的基本想法与构思等。然后界定相关的基本概念,以及所依据的理论基础,主要包括两方面的基本理论要求:基于激励理论的竞争性干部任用选拔制度和基于制度理论的竞争性干部任用选拔制度。第三章主要介绍目前老挝地方领导干部任用选拔制度改革的意义、方式、发展程度、效果,从这几方面加以探讨,以便更加深入地发现老挝目前领导干部任用选拔制度中存在的问题。然后深入探究目前老挝地方领导干部任用选拔制度中存在的问题,主要包括选拔体制不够健全、缺乏相关激励机制、缺乏监督机制等,并分析形成这些弊端的成因。第五章分析中国领导选拔制度的背景、内容、成效以及经验等,并通过对两国领导干部任用选拔制度的对比,发现其中值得借鉴的地方和对老挝领导干部选拔制度有启示之处。最后通过研究老挝领导干部选拔任用的总目标与原则,对老挝以后的任用改革提出进一步设想与展望,主要包括建立健全法律制度、监督机制、测评制度、退出制度等。
[Abstract]:At present, the development of the leading cadres selection and appointment system of the local government in Laos is still not perfect, and it has met new challenges in the domestic and foreign environment. Because of the relatively backward economic development in Laos at present, the experience and ability are insufficient. It needs to explore the road and long way to go, in the personnel system reform also need to be further institutionalized. In addition, Laos has a low degree of internationalization development, limited access to experience and theory. This will also affect the reform of the Lao personnel system and hinder the strength and depth of the reform of local leading cadres. Strengthening the study of the selection and appointment system of local leading cadres in Laos will help to improve its international competitiveness. After summarizing the experience of the selection and appointment of leading cadres in local governments of various countries, the article discusses the following aspects: the selection and selection system of leading cadres is not mature, the nomination system is not standardized, and there is a lack of effective supervision. To explore its shortcomings and needs to be improved, and to explore the internal reasons affecting its development. In view of the existing problems, from the establishment of sound laws and regulations, optimize the cadre inspection and evaluation system. We should set up a perfect cadre withdrawal system, strengthen democratic supervision, and put forward plans for improvement. This paper first introduces the background and significance of this study, the current situation of research on the selection and appointment of local leading cadres in various countries. The purpose and means of the research, the basic ideas and ideas of the research, etc., and then define the relevant basic concepts and the theoretical basis on which they are based. It mainly includes two basic theoretical requirements:. Competitive cadre appointment selection system based on incentive theory and competitive cadre appointment selection system based on system theory. The third chapter mainly introduces the significance of the reform of local leadership cadre appointment selection system in Laos. The way, the degree of development, the effect, from these aspects to be discussed. In order to find out the existing problems in the current selection system of leading cadres in Laos, and then explore the existing problems in the current selection system of local leading cadres in Laos. Mainly includes the selection system is not perfect, lack of relevant incentive mechanism, lack of supervision mechanism, and analysis of the causes of these drawbacks. 5th chapter analysis of the background of China's leadership selection system, content. Results and experience, and through the two countries through the appointment of leading cadres selection system comparison. Find out that the local and Lao leadership cadre selection system has enlightenment. Finally, through the study of the Lao leadership cadres selection and appointment of the general objectives and principles. This paper puts forward further ideas and prospects for the future reform of appointment in Laos, including the establishment and improvement of legal system, supervision mechanism, evaluation system, withdrawal system and so on.
