大中型水库移民后期扶持政策实施评估研究

【摘要】:开展大中型水库移民后期扶持政策实施监测评估是全面了解和掌握大中型水库移民后期扶持政策实施情况的重要手段,对监测各县(市)完善后期扶持工作、恢复水库移民生产生活具有极大的促进作用。目前,监测评估工作在全国范围内已经取得了一定成效,但指标体系全面性、评估方法科学性方面依然存在一些不足。如何探索出科学合理的评估指标体系和方法,使监测评估工作科学化、规范化,真正为水库移民后期扶持工作提供理论与实践支持具有重要的意义和价值。本文通过梳理国内外政策实施评估理论和移民后期扶持经验,在查阅相关文献资料和实地调研的基础上,分析总结了我国监测评估工作的特点和流程。在阐述相关现状及问题后,建立了大中型水库移民后期扶持政策实施评估指标体系,并构建层次熵权集对综合评估模型,选取陕西省5个县进行实证分析,依据评估结果进行对比研究,挖掘其差异性原因。本文主要研究成果包括以下内容:(1)在分析大中型水库移民后期扶持政策实施监测评估现状的基础上指出所存在问题。本文从后期扶持政策相关概念、实施内容等方面出发,在总结后期扶持政策实施评估内容与方法的基础上,从指标体系与评估方法、评估工作两方面总结出目前监测评估工作存在的问题有:①指标体系过于复杂,且定性指标偏多:②指标体系未配套详细评价标准,操作不方便;③评估方法主观性较强,降低了可靠性:④评估成果在现实中利用率低。(2)建立了大中型水库移民后期扶持政策实施评估指标体系及模型。首先通过对我国监测评估工作现状和问题的分析,根据指标建立原则,从资金使用与管理情况、项目规划与实施情况、后期扶持政策实施保障、后期扶持政策实施效果4方面建立评估指标体系,并为各个指标制定详细的评估标准:其次采用层次分析法和熵权法计算指标权重;最后运用集对分析法确定评估等级。(3)实证分析论证大中型水库移民后期持政策实施评估指标体系与模型可行性和可靠性。将研究建立的后期扶持政策实施评估指标体系运用到陕西省5个典型县中,得到评估结果:PC县联系数为0.96,评估结果为优:BS县联系数为0.55,评估结果为良;CH县联系数为0.08,评估结果为中:Y县联系数为0.58,评估结果为良;SQ县联系数为0.36,评估结果为良,与实际情况相吻合。同时根据估结果与5个典型县实际情况,从管理机构及制度影响、规划项目影响、资金使用效益影响、移民自身素质影响4个方面深层次分析评估结果差异性原因。通过理论分析与实例应用的总结,与原有指标体系和评估方法相比,本文构建的评估指标体系和评估模型优势明显,对后续监测评估工作有较强的指导意义。
[Abstract]:It is an important means to comprehensively understand and master the implementation of the support policy of the large and medium-sized reservoirs in the later stage of resettlement, to improve the later support work in the monitoring counties (cities), and to carry out the monitoring and evaluation of the later support policies for the large and medium-sized reservoirs. The restoration of reservoir resettlement production and life has greatly promoted. At present, the monitoring and evaluation work has achieved some results throughout the country, but the indicator system is comprehensive. There are still some shortcomings in the scientific evaluation methods. How to explore a scientific and reasonable evaluation index system and methods to make the monitoring and evaluation work scientific and standardized, It is of great significance and value to provide theoretical and practical support for the later stage of reservoir resettlement. On the basis of consulting relevant literature and field investigation, this paper analyzes and summarizes the characteristics and process of monitoring and evaluation work in China. After expounding the current situation and problems, the evaluation index system of supporting policy in the later period of resettlement of large and medium-sized reservoirs is established. And build the hierarchical entropy weight set comprehensive evaluation model, select five counties in Shaanxi Province for empirical analysis, according to the evaluation results of comparative study, The main research results of this paper are as follows: 1) pointing out the existing problems on the basis of analyzing the current situation of monitoring and evaluating the implementation of the supporting policies in the later stage of resettlement in large and medium-sized reservoirs. On the basis of summing up the evaluation contents and methods of the implementation of the support policy in the later stage, from the index system and the evaluation method, It is concluded from two aspects of the evaluation work that the problems existing in the current monitoring and evaluation work are that the index system of 1 / 1 is too complex, that the qualitative index system is too many and that there is no matching detailed evaluation standard for the qualitative index system, and that the evaluation method is not easy to operate and the evaluation method is more subjective. In this paper, the reliability of the evaluation results is reduced and the utilization ratio is low in reality. (2) the evaluation index system and the model for the implementation of the support policy in the later stage of the resettlement of large and medium-sized reservoirs are established. Firstly, through the analysis of the present situation and problems of the monitoring and evaluation work in China, According to the principle of index establishment, the evaluation index system is established from the aspects of fund use and management, project planning and implementation, support policy implementation guarantee in later period, and the effect of late support policy implementation. And make detailed evaluation criteria for each index: secondly, use AHP and entropy weight method to calculate index weight; Finally, the author uses set pair analysis method to determine the evaluation level. 3) empirical analysis proves the feasibility and reliability of the evaluation index system and model of policy implementation in the later stage of resettlement of large and medium-sized reservoirs. The standard system is applied to five typical counties in Shaanxi Province, The results of the evaluation are as follows: the number of connections in the 10% PC county is 0.96, the number of connections in you: BS county is 0.55, the number of connections in Liangyunch county is 0.08, the number of connections in the middle of the county is 0.58, the number of connections in the county is 0.36, and the evaluation result is good. In accordance with the actual situation. At the same time, according to the evaluation results and the actual situation of five typical counties, from the management organization and system impact, planning project impact, the impact of the use of funds, Through theoretical analysis and practical application, compared with the original index system and the evaluation method, the reasons of the difference of the evaluation results in four aspects of the immigrants' own quality are analyzed. The evaluation index system and evaluation model constructed in this paper have obvious advantages and have strong guiding significance for the follow-up monitoring and evaluation work.
