建国初期中国共产党领导的社会救助工作及现实启示

【摘要】：1949年,中华人民共和国成立,标志着我国新民主主义革命的胜利,中国共产党成为执政党,中国人民从此站了起来。建国初期,新中国百废待兴,以美国为首的资本主义国家对我国实施一系列敌对政策,导致新中国的经济更加雪上加霜。除此之外,新中国自然灾害频繁发生,又严重加剧了我国的困难。在这样的情况下,涌现了大批需要救助的失业人员、灾民等。中国共产党始终高度关注最广大人民群众的根本利益,并把社会救助看做党的一项重要政治任务。在以毛泽东为代表的中国共产党的领导下,对当时的社会救助工作进行了积极的探索,并取得了显著的成效。总结建国初期中国共产党领导的社会救助工作的经验和教训,对现阶段社会救助工作的有效开展具有十分重要的现实意义和价值。本论文主要从以下几个方面展开:第一部分是绪论。主要对本课题的研究缘起、研究意义、国内外研究现状、主要研究方法进行论述,以充分展示本论文的研究主旨,论证研究价值。此外,该部分还对“社会救助”这一概念进行了界定和分析,从而为进一步研究打下基础。第二部分是建国初期社会救助主要对象的分析。首先分析了建国初期社会救助对象的构成及其成因。建国初期最主要的社会救助对象是灾民和失业群体。中国共产党关于导致社会救助对象生活困苦原因的认识,主要包括两个方面:旧中国不合理社会制度的长期影响以及社会经济结构的重新改组;其次,针对社会救助对象的生活现状,梳理了开展社会救助工作的重要性,在当时的背景下,中国共产党人已经认识到开展社会救助不仅对于维护社会秩序的稳定以及巩固新生政权具有重要的意义,而且对新中国经济的恢复和发展也起到了十分重要的作用。第三部分梳理了建国初期中国共产党开展的社会救助工作。首先,该部分主要从宏观层面上总结概括出当时中国共产党领导的社会救助工作所坚持的原则。其次,对建国初期中国共产党领导的社会救助工作所采取的主要措施进行了整理和分析,主要包括:紧急性救助措施、生产自救、群众互助救济、以工代赈、转业训练等。第四部分总结概括了建国初期中国共产党社会救助工作的现实启示。该部分的内容也是本文研究的落脚点。建国初期中国共产党领导的社会救助工作取得了显著的成效,其中有很多有益的经验值得我们借鉴。同时,由于当时历史条件的限制,又有一些不足之处。该部分首先对建国初期中国共产党领导的社会救助工作的经验和不足之处进行了分析和总结,最后针对所总结的经验和不足之处,以史为鉴,概括出对现阶段有效开展社会救助工作的启示。
[Abstract]:In 1949, the people's Republic of China was founded, marking the victory of the new democratic revolution in China. The Communist Party of China became the ruling party, and the Chinese people stood up. The capitalist countries led by the United States have implemented a series of hostile policies against our country, which has made the economy of New China even worse. In addition, the frequent natural disasters in New China have seriously aggravated the difficulties of our country. A large number of unemployed people and disaster victims have emerged in need of assistance. The Communist Party of China has always been highly concerned about the fundamental interests of the overwhelming majority of the people. And regard social assistance as an important political task of the party. Under the leadership of the Communist Party of China, represented by Mao Zedong, the work of social relief at that time was actively explored. And has achieved remarkable results. Summing up the experience and lessons of the social relief work led by the Communist Party of China in the early days of the founding of the people's Republic of China, This paper mainly starts from the following aspects: the first part is the introduction. The present research situation and main research methods at home and abroad are discussed in order to fully demonstrate the research gist of this paper and demonstrate the research value. In addition, the concept of "social assistance" is defined and analyzed in this part. So as to lay a foundation for further research. The second part is the analysis of the main objects of social assistance in the initial period of the founding of the people's Republic of China. Firstly, the composition and causes of the objects of social assistance in the early period of the founding of the people's Republic of China are analyzed. For example, the victims and the unemployed. The Communist Party of China's understanding of the causes leading to the hardship of social aid recipients. It mainly includes two aspects: the long-term impact of the irrational social system in old China and the restructuring of the social economic structure; secondly, the importance of carrying out social assistance work is combed according to the living conditions of the social assistance objects. In the context of that time, the Chinese Communists have realized that social assistance is of great significance not only to the maintenance of social order but also to the consolidation of the new regime. And it also played a very important role in the recovery and development of the new Chinese economy. The third part combs the social relief work carried out by the Communist Party of China in the early days of the founding of the people's Republic of China. First of all, This part summarizes the principles of the social assistance work led by the CPC at that time from the macro level. Secondly, The main measures taken in the social relief work under the leadership of the Communist Party of China in the early days of the founding of the people's Republic of China were sorted out and analyzed, including emergency relief measures, self-help by production, mutual assistance and relief by the masses, and relief for work. Part 4th summarizes the practical enlightenment of the social assistance work of the Communist Party of China in the early days of the founding of the people's Republic of China. The content of this part is also the foothold of this paper. The social relief workers led by the Communist Party of China in the early days of the founding of the people's Republic of China. Remarkable results have been achieved. There are many useful experiences that we can learn from. At the same time, due to the limitations of historical conditions at that time, There are also some inadequacies. This part first analyzes and summarizes the experience and shortcomings of the social relief work led by the Communist Party of China in the early days of the founding of the people's Republic of China, and finally draws lessons from history in the light of the experiences and deficiencies summed up. This paper summarizes the enlightenment to the effective development of social relief work at the present stage.
