群体性事件中的网络舆情治理问题与对策研究

【摘要】：“互联网+”概念的普及与应用已经给人们的生活带来了许多变化,这些变化逐渐渗透到我国政治、经济、文化、生活的方方面面,在互联网这个自由的舆论场,每个网民都拥有了自己的“麦克风”,在互联网自由性、匿名性以及开放性的宽松环境中发表自己的言论,在此背景下,群体性事件中的网络舆情治理问题逐渐浮出水面。近年来,在频发于中国社会的群体性事件已经严重地影响到了社会发展的和谐与稳定,网络舆情成为社会舆情当中不可忽视的一部分。若无法妥善处理群体性事件中网络舆情,不仅对群体性事件本身产生的发展态势造成不利,更有可能引发网络谣言、网络暴力等问题,从而激化社会矛盾,甚至扩大负面影响;而如果能够科学合理的处理群体性事件中的网络舆情问题,在平时的监测过程中保持高度的信息敏感性,则不仅可以对网络舆情治理进行预案准备,更可以对群体性事件的发生进行预判,从源头解决群体性事件中的网络舆情问题,有效疏导社会矛盾,促进互联网舆论场健康发展,保证社会和谐稳定。此外,从民主意涵、政府治理和国情的特殊性这三个方面对群体性事件中网络舆情治理问题产生的原因进行了总结。最后,试图从舆情疏导、政府治理、和社会软引导三个层面来积极构建应对群体性事件中网络舆情的治理对策体系。
[Abstract]:The popularization and application of the concept of "Internet" have brought many changes to people's life. These changes have gradually penetrated into all aspects of our country's politics, economy, culture and life, in the free public opinion field of the Internet. In this context, each Internet user has his own "microphone" and makes his own remarks in a relaxed environment of Internet freedom, anonymity, and openness. In recent years, the frequent mass incidents in Chinese society have seriously affected the harmony and stability of social development. Network public opinion becomes a part of social public opinion that can not be ignored. If the network public opinion can not be properly handled in mass incidents, it will not only cause unfavorable situation to the development of mass events itself, but also may lead to network rumors. Network violence and other issues, thus intensifying social contradictions, or even expanding the negative impact; and if the problem of network public opinion in mass incidents can be dealt with scientifically and reasonably, it will maintain a high degree of information sensitivity during the normal monitoring process. It can not only prepare for the management of network public opinion, but also prejudge the occurrence of mass events, solve the problems of network public opinion in mass incidents from the source, effectively dredge social contradictions, and promote the healthy development of the public opinion field on the Internet. To ensure social harmony and stability. In addition, from the three aspects of democracy, government governance and the particularity of national conditions, the causes of network public opinion governance in mass incidents are summarized. And three levels of social soft guidance to actively construct the network public opinion in response to group events governance countermeasures system.
