大数据背景下政府治理机制创新研究

【摘要】：近年来,人类已经逐步意识到周围的环境和自己的生活方式正经历着极大的改变,计算机、传感器等信息技术大规模的袭来正引领一个新时代的到来,即大数据时代,它体现了万物皆可数据化的思想,我国现有的政府治理机制面临“治理数据化”的冲击,各种弊端不断暴露,在全新的时代中,政府该如何借助大数据来转型是当前我国政府治理机制改革创新所面临的紧迫任务。本文分为四个部分对上述问题进行论述。第一部分,绪论。首先概述研究背景与意义,确定研究视角。然后在分析国内外研究综述的基础上,提出全文的研究方法与理论工具,并阐释了本文的创新点与不足。第二部分,大数据兴起对政府治理的影响。本文分别论述了三种积极影响,主要有对治理体系与治理能力的重塑、对政府形态的重塑和对政府治理结构的重塑。第三部分,大数据背景下政府治理机制面临的问题。本文将政府治理流程概括为以服务导向——评估——决策——执行——监测与反馈为主要内容的五个程序,然后依次具体描述了现有政府治理机制在这五个程序中面临的种种问题,并运用大数据理念和技术,针对政府治理机制中出现的每一个问题进行其改革创新的可行性论证。第四部分,大数据背景下完善和创新政府治理机制的路径选择。为了解决上文提出的诸多问题,本文分别从服务导向、系统评估、精准决策、监督执行和规范监测反馈方面提出相应的路径选择:从服务导向上讲,要培养回应性机制,塑造服务型政府,提高政府针对民众的具体需求来输出政策的能力;从评估系统性与决策精准化上讲,要设立分级数据平台作为长效机制,制度化、分阶段地优化评估与决策机制;从规范执行与监测反馈机制上讲,要借助联动治理模式,实现“多中心治理”。
[Abstract]:In recent years, human beings have gradually realized that the surrounding environment and their way of life are undergoing great changes. The large-scale attack of information technology such as computers, sensors and so on is leading to the arrival of a new era, namely the era of big data. It embodies the idea that all things can be digitized. The existing government governance mechanism in our country is facing the impact of "governance digitization", and all kinds of malpractices are constantly exposed. In the new era, the existing government governance mechanism is facing the impact of "governance digitization". How to transform the government with big data is an urgent task for the reform and innovation of government governance mechanism in our country. This article divides into four parts to carry on the discussion to the above question. The first part, introduction. Firstly, the background and significance of the research are summarized, and the perspective of the research is determined. Then, based on the analysis of the domestic and foreign research review, the research methods and theoretical tools are put forward, and the innovative points and shortcomings of this paper are explained. The second part is the influence of big data's rise on government governance. This paper discusses three kinds of positive effects, including the remoulding of governance system and governance ability, the remodeling of government form and the remodeling of government governance structure. The third part, under big data background government governance mechanism faces the question. In this paper, the government governance process is summed up as five procedures with service-oriented, evaluation-decision-making, execution-monitoring and feedback as the main content. Then, it describes the problems that the existing government governance mechanism faces in these five procedures in turn, and demonstrates the feasibility of its reform and innovation by using big data's idea and technology, aiming at each problem that appears in the government governance mechanism. The fourth part, under big data background consummates and innovates the government governance mechanism the path choice. In order to solve the problems raised above, this paper puts forward the corresponding path choice from the aspects of service orientation, systematic evaluation, accurate decision, supervision and implementation, and standardized monitoring and feedback. In terms of service orientation, we should cultivate the mechanism of responsiveness. To shape service-oriented government and enhance the ability of the government to export policies in response to the specific needs of the people; in terms of evaluation systematization and the accuracy of decision-making, it is necessary to set up a hierarchical data platform as a long-term mechanism and institutionalize it. The evaluation and decision-making mechanism should be optimized in stages, and the "multi-center governance" should be realized by means of the linkage governance model from the perspective of normative execution and monitoring and feedback mechanism.
