基层群体性事件治理对策研究

【摘要】：中国社会正处在社会变革的重要转型期、攻坚期。在这样的关键时期,社会各个层次的问题和潜在的社会矛盾日益凸显。近年来,高发频发的群体事件,已经对社会和谐稳定产生了很大影响。在新的历史发展阶段和国际大形势的趋势下,如何更好的解决好群体事件带来的负面影响,正确引导群体性事件,是政府需要解决的一个重要课题。本文从群体性事件发生的国内外现状分析入手,对群体性事件的概念、理论、基层政府在群体性事件应对方面存在的问题、产生问题的原因及基层政府治理群体性事件的对策建议等方面进行了研究。基层政府作为政府管理的“针尖”,是与群众接触最直接的部门,是处理群体性事件的主体部门。从近几年的基层群众处理群体性事件来看,基层政府虽然做出了极大的努力和改变,并积累了一定的经验,但是也不难看出,基层政府在处理群体性事件的时候,也存在一些被动性、临时性的措施,有些处理措施仅仅停留在个案表面,没有形成一种系统性、理论性的方式方法,长效机制还需要逐步健全完善。基层政府是人民群众的“守夜人”,基层政府最基本的职能是进行社会管理、为群众提供公共服务。无论是中央政府,还是基层政府所做的工作,所追求的都应当是让群众受益、让群众满意。而基层政府作为连接中央政府和底层群众的桥梁作用发挥得不尽人如意,群体性事件发生时,基层政府在处置群体性事件过程中能第一时间解决,那么说明基层政府的职能发挥的比较到位。但大量实事证明,基层政府存在职能退化现象,因此政府职能也需要进行改革。
[Abstract]:Chinese society is in the important transition period of social transformation. In such a critical period, the problems and potential social contradictions at all levels of society become increasingly prominent. In recent years, the high incidence of group events, has had a great impact on social harmony and stability. In the new stage of historical development and the trend of the international situation, how to better solve the negative effects of group events and correctly guide group events is an important issue that the government needs to solve. This paper begins with the analysis of the current situation of mass events at home and abroad, and analyzes the concept, theory and problems of the grass-roots government in dealing with group incidents. The causes of the problems and the countermeasures and suggestions for the grass-roots government to manage group incidents were studied. As the "needle tip" of government management, grass-roots government is the most direct department in contact with the masses and the main department dealing with mass incidents. Judging from the mass handling of mass incidents at the grass-roots level in recent years, although the grass-roots governments have made great efforts and changes and accumulated certain experience, it is not difficult to see that the grass-roots governments are dealing with mass incidents. There are also some passive, temporary measures, some treatment measures only stay on the surface of the case, did not form a systematic, theoretical ways and means, long-term mechanism also needs to be improved step by step. Grass-roots government is the "night watchman" of the masses. The basic function of grass-roots government is to carry out social management and provide public services to the masses. Whether it is the central government or the grassroots government, the pursuit of the masses should be beneficial, so that the masses are satisfied. As a bridge between the central government and the people at the bottom, the grass-roots government does not play a satisfactory role. When a mass incident occurs, the grass-roots government can solve it in the first place in the process of handling the mass incident. So the function of the grass-roots government to play a more in place. But a large number of facts prove that the basic level government has the phenomenon of function degradation, so the government function also needs to be reformed.
