英国脱欧公投与反欧洲一体化问题探析

【摘要】:2016年6月23日,英国举行针对欧盟成员国资格的公投,支持英国退出欧盟的阵营以微弱优势获胜,公投结果为英国退出欧盟。在国内,公投结果引发了一系列政治动荡,时任英国首相大卫·卡梅伦宣布辞职,作风强硬的保守党女性政治家特蕾莎·梅继任首相;公投中退欧派领军人物鲍里斯·约翰逊担任外交大臣;同时,随着英国政府提交的脱欧法案得到议会两院通过,并经由女王批准,英国将正式开启脱欧程序。本文将在梳理英欧关系、英国公投历史、分析2016年脱欧公投的背景、谈判过程以及民众投票行为的基础上,对公投结果在英国各政策领域可能产生的影响进行分析,探讨公投中的主导力量,并预测英国与欧盟关系的未来发展走向。最后对公投中暴露的问题进行反思。无论是英国民众还是政府,都是基于现实主义做出的"反一体化"决策。同样地,英国政府在考虑未来对欧政策的变化及发展时,也将从国家利益出发,在各个领域制定相应的政策方案。短期来看,英国依然保留欧盟成员国资格,享受单一市场,缴纳财政预算;一旦退欧谈判结束,谈判协议生效,退出欧盟将对英国的经济和政治领域造成不小的冲击。目前,未来的英欧关系尚不明朗,但毫无疑问英国政府将选择国家利益损失最小化的备选方案进行实施。
[Abstract]:On June 23, 2016, Britain held a referendum on EU membership, with a narrow victory for Britain's withdrawal from the EU. At home, the result of the referendum triggered a series of political turmoil, then British Prime Minister David Cameron announced his resignation, hard-line Tory female politician Theresa May to succeed Prime Minister; Brexit leader Boris Johnson became foreign secretary in the referendum, and Britain will formally open the process as the British government's Brexit bill is passed by both houses of Parliament and approved by the Queen. On the basis of combing the relationship between Britain and Europe, the history of the British referendum, the background of the referendum on Brexit in 2016, the negotiation process and the voting behavior of the people, this paper will analyze the possible impact of the result of the referendum on various policy areas in the United Kingdom. Discuss the leading forces in the referendum and predict the future of Britain's relationship with the EU. Finally, the problems exposed in the referendum are reflected. Both the British people and the government are based on realistic anti-integration decisions. Similarly, in considering the changes and developments of future policies towards Europe, the British government will formulate corresponding policies in various fields in the interest of the country. In the short term, Britain remains a member of the European Union, enjoying a single market and paying its budget; once the Brexit talks are over and the deal takes effect, leaving the EU will have a big impact on Britain's economy and politics. For now, future relations between Britain and Europe are unclear, but there is no doubt that the British government will choose the option of minimizing the loss of national interest.
