“一带一路”战略背景下中阿关系研究

【摘要】：近年来,随着全球化浪潮的迅猛发展,世界格局急剧变动,中国和阿拉伯国家之间政治、经济、文化等关系受到深刻影响。传统的合作方式显然已不能满足中阿关系进一步发展的需求。在此背景下,“一带一路”战略构想于2013年应运而生。这一战略的提出又为中阿关系发展带来了新的机遇和挑战。本文即是对这一课题的初步探讨。本文共四个部分。第一部分从政治、经济、文化等方面入手,通过梳理文献资料,概要阐述了中阿关系的起源和历史演变,揭示当代中阿关系的重大变化特别是“一带一路”战略提出后中阿关系发生的新气象和新特点;第二部分主要结合“一带一路”战略构想,对中阿合作机制,即中阿合作论坛的议程及中阿合作的具体措施以及对双边关系的影响进行了考察和分析;第三部分从中阿关系一直以来存在的风险入手,分析“一带一路”战略提出后中阿关系发展的制约因素,并对其提出建议和措施;最后一部分主要针对“一带一路”背景下中阿关系未来发展提出总结并给出建议。总之,在新时期下,中阿双方应尽力做到顺势而为,乘势而上,抓住机遇,防范风险和威胁,有所作为。以中阿合作论坛为平台,以“一带一路”战略为导向的中阿将走进一个新的发展时期。
[Abstract]:In recent years, with the rapid development of globalization and the rapid changes in the world pattern, the political, economic, cultural and other relations between China and Arab countries have been deeply affected. The traditional mode of cooperation has obviously not been able to meet the needs of further development of Sino-Arab relations. In this context, the "Belt and Road" strategic concept came into being in 2013. This strategy has brought new opportunities and challenges to the development of Sino-Arab relations. This paper is a preliminary study of this subject. There are four parts in this paper. The first part, starting with politics, economy, culture and so on, summarizes the origin and historical evolution of Sino-Arab relations by combing the literature. Revealing the major changes in contemporary Sino-Arab relations, especially the new climate and new characteristics that have taken place in Sino-Arab relations since the "Belt and Road" strategy was put forward. The second part mainly combines the strategic concept of "Belt and Road" and the mechanism of Sino-Arab cooperation. That is, the agenda of the China-Arab Cooperation Forum, the concrete measures of Sino-Arab cooperation and the impact on bilateral relations are examined and analyzed. The third part begins with the risks that have always existed in Sino-Arab relations. This paper analyzes the restrictive factors of the development of Sino-Arab relations after the "Belt and Road" strategy is put forward, and puts forward suggestions and measures for the development of Sino-Arab relations. The last part mainly summarizes and gives suggestions for the future development of Sino-Arab relations under the background of "Belt and Road". In a word, in the new era, China and Arab countries should try their best to take advantage of the situation, seize the opportunity, guard against risks and threats, and make some achievements. With the platform of Sino-Arab Cooperation Forum and the Belt and Road strategy-oriented, China-Argentina will enter a new development period.
