农村耕地整治的合作治理研究

【摘要】：我国开展农村耕地整治已经上升为国家层面的战略部署,正式写入了中共中央文件和政府工作报告。现阶段,我国农村耕地整治主要采取行政型的治理模式,然而,行政型治理模式的内在缺陷导致耕地整治效率低下。新兴的农村耕地整治模式——合作治理模式摆脱了“集体行动”的困境,克服了行政型治理模式的弊端,提高了耕地整治的效率。本文将在分析行政型治理模式的概念、构成要素、弊端的基础上,进一步研究合作治理模式的概念、构成要素和优势,运用公共池塘资源治理理论分析农村耕地整治合作治理模式合作行为的发生机制,探究该模式摆脱“集体行动”困境的要素,总结该模式的实施效果。最后从:完善公众参与机制、充分利用社会资本、发挥村庄精英的组织带头作用、明确政府的角色和职能四个方面提出了农村耕地整治合作治理的路径。
[Abstract]:The development of rural cultivated land management in China has become a strategic arrangement at the national level, which has been formally written into the document of the CPC Central Committee and the government work report. At present, the rural cultivated land regulation in our country mainly adopts the administrative management mode, however, the inherent defect of the administrative management mode leads to the inefficiency of cultivated land regulation. The new mode of cultivated land management in rural areas, the cooperative management model, has got rid of the predicament of collective action, overcame the malpractice of the administrative management mode, and improved the efficiency of cultivated land management. Based on the analysis of the concept, elements and disadvantages of the administrative governance model, this paper will further study the concept, constituent elements and advantages of the cooperative governance model. Based on the theory of public pond resource management, this paper analyzes the mechanism of cooperative behavior in the cooperative management model of rural cultivated land management, explores the elements of the model getting rid of the predicament of "collective action", and summarizes the effect of the mode. Finally, from four aspects: perfecting the mechanism of public participation, making full use of social capital, giving play to the leading role of the village elite organizations, and clarifying the role and function of the government, this paper puts forward the path of cooperative management of rural cultivated land renovation.
