社区治理背景下城市社区基层党组织作用研究

【摘要】：党的十八大以来,以习近平同志为核心的党中央注重“顶层设计”,在全面深化改革中,把社会治理置于国家治理的大框架之中,大力推进社会治理体制改革和社会治理方式创新。在这一背景下,研究城市社区基层党组织在基层社会治理和创新发展中的作用尤为迫切。社区治理是指一种由共同目标支持的社区公共事务等方面的活动或管理机制。与过去政府和准政府机构对城乡基层社会的统治或管理不同,社区治理的主体是多元的,是一个由在社区范围内的不同公私行为主体(包括个人、组织、公私机构、权力机关、非权力机构、社会、市场等),依据正式的强制性法规,以及非正式的、人们愿意遵从的规范约定,通过协商谈判、资源交换、协调互助,共同对涉及社区居民利益的公共事务进行有效管理,从而增强社区的凝聚力、提高社区的自治能力、增进社区成员的福利、推进社区经济和社会进步的过程。在我国,基层党组织、政府组织、经济组织和民间组织是社区治理的四大主体,在社区治理中处于不同的地位,扮演着不同的角色。作为社区治理的主体之一,社区基层党组织深深的扎根于社区之中,是中国共产党在社区这个基层的战斗堡垒,具有社会性、群众性、网络性和公益性的特征,在社区治理中居于领导核心地位,发挥着领导、服务、聚集、协调、维稳作用。在社区治理背景下,城市社区党组织面临着社会转型带来的一些新问题,在自身组织建设、领导核心作用发挥、社区资源整合能力、社区治理中的认可度等方面还需要进一步增强和提高。发挥城市社区党组织在社区治理中的作用,要从以下几个方面着手:第一,加强社区基层党组织的党建工作,通过提升社区基层党组织的领导能力来推进社区治理;第二,通过教育强化基层党员为人民服务的意识,密切联系社区居民,创建党员群众服务平台,提升社区基层党组织的服务功能;第三,理顺社区多元治理主体的关系和职责,协调好社区党组织驻区单位党组织的关系,建立社区共建机制;第四,发挥社区基层党组织的凝聚作用,领导和凝聚社区社会组织,整合社区资源,实现合理分配,提高社区居民参与社区治理的积极性和主动性,形成社区治理共建共享的局面。
[Abstract]:Since the 18th National Congress of the Party, the CPC Central Committee, with Comrade Xi Jinping as the core, has paid attention to "top-level design" and placed social governance in the great framework of state governance in the course of comprehensively deepening reform. We will vigorously promote the reform of the social governance system and the innovation of social governance methods. Under this background, it is particularly urgent to study the role of grass-roots party organizations in social governance and innovative development in urban communities. Community governance refers to an activity or management mechanism of community public affairs supported by common goals. Different from the rule or management of urban and rural grassroots society by government and quasi-government agencies in the past, the main body of community governance is pluralistic, and it is composed of different public and private actors (including individuals, organizations, public and private institutions, power organs) within the community. Non-power institutions, society, markets, etc.), through consultation, negotiation, resource exchange, coordination and mutual assistance, based on formal mandatory regulations, and informal, normative agreements that people are willing to follow. In order to strengthen the cohesion of the community, improve the autonomy of the community, enhance the welfare of the community members, and promote the process of economic and social progress of the community, the public affairs involving the interests of the community residents should be managed effectively. In China, grass-roots Party organizations, government organizations, economic organizations and non-governmental organizations are the four main bodies of community governance, which play different roles in community governance. As one of the main bodies of community governance, the community grass-roots party organization is deeply rooted in the community. It is the bastion of the Communist Party of China at the grass-roots level and has the characteristics of sociality, mass, network and public welfare. In community governance in the core position of leadership, play a leadership, service, aggregation, coordination, stability. Under the background of community governance, urban community party organizations are faced with some new problems brought by social transformation. In their own organization construction, the core role of leadership, community resources integration ability, The recognition of community governance needs to be further strengthened and improved. To give full play to the role of urban community party organizations in community governance, we should start from the following aspects: first, to strengthen the party building work of community grass-roots party organizations, and to promote community governance by enhancing the leadership ability of community grass-roots party organizations; second, Through education, we should strengthen the consciousness of serving the people at the grassroots level, closely associate with the residents of the community, create a service platform for the party members and masses, and enhance the service function of the grass-roots party organizations in the community. Third, we should straighten out the relationship and responsibilities of the pluralistic governance bodies in the communities. To coordinate the relationship of the party organizations of the community party organizations in the units in the district, and to establish the community co-construction mechanism; fourth, to give play to the cohesion role of the grass-roots party organizations in the community, to lead and unite the community social organizations, to integrate the community resources, and to realize the rational distribution of the community resources, Improve the enthusiasm and initiative of community residents to participate in community governance, and form the situation of community governance co-construction and sharing.
