政务微信：新疆公民教育的创新途径研究

【摘要】：自第二次中央新疆工作座谈会以来,公民教育再次被提上议程高度,成为自治区各级政府长期工作的重要内容。新疆独特的地理位置与文化背景,加之公民教育中主客体成员,地区经济发展,以及教育整体环境的特殊性,使得在此进行公民教育必须充分发挥政府的各项优势,科学整合各方力量和社会资源,增强新疆区域的凝聚力和新疆公民的国家意识、法律意识、团结意识等公民教育的重要内核。本文以公民教育的新媒体传播途径——政务微信为研究对象,从政务微信与公民教育的逻辑关系梳理展开,围绕当前自治区政务微信传播公民教育内容中政务微信运营现状和典型案例,查找问题并形成优化建议。文章脉络分为四部分,具体为:第一部分,导论。概述本文的选题背景及研究意义。对少数民族地区公民教育、政务微信相关研究进行综述,界定核心概念,以公民身份理论、“5W”模式理论、马克思主义实践观理论为基础,结合案例研究法、内容分析法、访谈法及参与观察法对政务微信的公民教育实践活动进行论述。第二部分,概述分析了公民教育、新媒体和政务微信三者的内涵,以新媒体与公民教育的逻辑交叉为起点,引出政务微信传播力与公民教育核心内容的内在契合性。第三部分,从新疆政务微信的特点展开,选取“最后一公里”、“石河子零距离”两个微信平台作为典型案例,分析其传播公民教育过程中的有效实践,进一步佐证政微在公民教育实践中展现出的应然、实然传播效力。第四部分,结合三项理论,提出优化政务微信传播公民教育实践活动的思考与建议。期待通过对相关理论的学习及其他优秀政微平台的经验借鉴,形成具有新疆本土特色的公民教育实践形式。
[Abstract]:Since the second Central Xinjiang work Symposium, civic education has been put on the agenda again, and has become an important part of the long-term work of the governments at all levels of the autonomous region. The unique geographical location and cultural background of Xinjiang, coupled with the special characteristics of the subject and object members of civic education, the regional economic development and the overall educational environment, make it necessary to give full play to the advantages of the government in carrying out civic education here. Scientific integration of various forces and social resources to strengthen the cohesion of Xinjiang region and Xinjiang citizens' national consciousness, legal awareness, unity awareness and other important core of civic education. In this paper, the new media communication channel of civic education, Government WeChat, is taken as the research object, and the logical relationship between the government WeChat and the civic education is combed out. This paper focuses on the current situation and typical cases of government WeChat operation in the content of civic education of government WeChat in the autonomous region, finds out the problems and forms the optimization suggestions. The article is divided into four parts: the first part, introduction. The background and significance of this paper are summarized. This paper summarizes the related research on civic education and government WeChat in ethnic minority areas, defines the core concepts, based on citizenship theory, "5W" mode theory, Marxist theory of practice, case study and content analysis. This paper discusses the civic education practice of WeChat government affairs by interview and observation. The second part summarizes and analyzes the connotation of civic education, new media and government WeChat, taking the logic intersection of new media and civic education as the starting point, leads to the inherent compatibility between the communication power of government WeChat and the core content of civic education. In the third part, from the characteristics of Xinjiang government WeChat, two WeChat platforms, "Last kilometer" and "Shihezi Zero distance", are selected as typical cases to analyze the effective practice in the process of spreading civic education. Further evidence of the political micro in the practice of civic education should show the effectiveness of the dissemination of reality. The fourth part, combined with three theories, puts forward some thoughts and suggestions on how to optimize the practice of government WeChat communication civic education. Through the study of relevant theories and the experience of other excellent political microplatforms, it is expected to form a practical form of civic education with local characteristics in Xinjiang.
