皖江抗日根据地经济建设研究

【摘要】：1941年1月,新四军第七师在安徽皖江南北开辟了著名的皖江抗日根据地。经过4年的建设和发展,根据地各项事业欣欣向荣,最为突出的是根据地经济建设。抗战时期,中国共产党领导的敌后抗日根据地既要对敌作战,又要开展根据地建设。众所周知,根据地建设是中国共产党领导革命取得胜利的重要保障,而根据地的经济建设是维持根据地稳定的基础。皖江抗日根据地军民依靠得天独厚的自然条件,不畏困难,艰苦奋斗,在斗争形势严峻的抗战相持阶段创造了根据地经济大发展的伟大成就。皖江抗日根据地经济建设离不开毛泽东提出的一系列关于抗战时期根据地经济发展理论的指导。毛泽东最早提出“发展经济,保障供给”的战时经济总方针成为各根据地建设的方向和目标;他提出的“公私兼顾”的经济思想为根据地私营经济的发展提供了理论保障;提出的“减租减息和开展大生产运动”的要求成为根据地经济建设的基础;提出的“注重经济工作和财政制度建设关系”的要求提醒着各根据地要注重经济制度建设;提出的“倡导节约、精兵简政”的思想不但弘扬了勤俭节约的精神,还提高了党政干部的工作效率;提出的“依靠群众开展合作社经济”的要求推动了根据地各行业合作社经济的快速发展。这些思想成为毛泽东新民主主义经济理论的重要组成部分,指导着各根据地的经济建设。皖江抗日根据地经济建设的成就正是对毛泽东新民主主义经济理论的实践和验证。皖江抗日根据地经济建设的内容主要包括农业和手工业的发展;贸易发展;财政税收以及货币金融四个方面。农业是根据地建设发展的根本,手工业是根据地物资补给和群众生活用品的来源;贸易发展是根据地实现商品流通和外币收入的主要形式;财政税收是根据地财经收入、援助友军和开支用度的制度保障;货币金融是根据地开展货币斗争和繁荣市场的经济手段。这四个方面都取得了显著的经济建设效益,成果斐然。皖江抗日根据地经济建设所取得的非凡成就,不但对新四军的抗战起到了重要的历史贡献作用,同时还为现阶段皖江经济带的规划发展带来了重要的经验启示。皖江经济带是长江经济带的重要组成部分,是当今安徽皖江地区重点打造的承接长三角地区产业转移,服务“一带一路”战略规划的重要经济增长级。皖江抗日根据地与皖江经济带地理位置高度重合,历史已经证明皖江人民可以创造经济发展的奇迹,当今的皖江经济带发展依然可以乘风破浪,砥砺前行。
[Abstract]:In January 1941, the Seventh Division of the New fourth Army opened a famous anti-Japanese base area in the south and north of Anhui. After 4 years of construction and development, the base area's various undertakings flourish, most prominent is the base area economic construction. During the anti-Japanese War, the anti-Japanese base areas behind the enemy led by the CPC not only fought against the enemy, but also built the base areas. As we all know, the construction of base areas is an important guarantee for the victory of the revolution led by the Communist Party of China, and the economic construction of the base areas is the basis for maintaining the stability of the base areas. The military and the people in the Anhwei River Anti-Japanese Base area relied on the unique natural conditions, did not fear difficulties, worked hard, and created great achievements in the great economic development of the base area during the period of stalemate in the severe situation of the struggle against Japan. The economic construction of the Anhwei River Anti-Japanese Base area can not be separated from the guidance of a series of theories on the economic development of the base area put forward by Mao Zedong during the War of Resistance against Japan. Mao Zedong first put forward the wartime economic general policy of "developing economy and ensuring supply", which became the direction and goal of the construction of base areas, and provided the theoretical guarantee for the development of private economy in base areas by his economic thought of "taking account of both public and private". The demand of "reducing rent and interest and carrying out mass production movement" becomes the basis of economic construction in base areas, and the requirement of "paying attention to the relationship between economic work and financial system construction" reminds all base areas to pay attention to the construction of economic system. The idea of "advocating economy and simplifying government" not only carries forward the spirit of thrift, but also improves the working efficiency of party and government cadres. The requirement of "relying on the masses to develop cooperative economy" has promoted the rapid development of cooperative economy in various industries in the base area. These thoughts become an important part of the new-democratic economic theory of Mao Zedong and guide the economic construction of each base area. The achievement of economic construction in Anwei River anti-Japanese base area is the practice and verification of Mao Zedong's new democratic economy theory. The contents of the economic construction in the Anhwei River Anti-Japanese Base area mainly include the development of agriculture and handicraft industry, the development of trade, the finance and taxation, and the money and finance. Agriculture is the basis for the construction and development of the base areas, handicrafts are the source of supplies and supplies for the masses in the base areas; trade development is the main form of commodity circulation and foreign currency income based on the areas; and the fiscal and tax revenue is the financial and financial income of the base areas. Institutional guarantees for aiding friendly forces and spending; money and finance are economic instruments based on monetary struggles and market prosperity. These four aspects have made remarkable economic construction benefit, the achievement is remarkable. The remarkable achievements made in the economic construction of the Anhwei River Anti-Japanese Base area not only played an important historical contribution to the War of Resistance against Japan of the New fourth Army, but also brought important experience and enlightenment to the planning and development of the Anhui River economic belt at the present stage. The Anhui River Economic Belt is an important part of the Yangtze River Economic Belt and an important level of economic growth to undertake the industrial transfer in the Yangtze River Delta region and to serve the strategic planning of "Belt and Road". The anti-Japanese base area of Anhui River coincides with the geographical location of the economic belt of Anhui River. History has proved that the people of Anhui River can create a miracle of economic development, and the development of the economic belt in Anhui River today can still take advantage of the wind and waves and forge ahead.
