和谐社会中慈善事业发展问题研究

【摘要】： 近年来，慈善事业作为社会发展的重要力量和社会保障体系的重要组成部分，越来越受到相关学者和政策理论研究部门的关注和重视。本文主要从慈善事业的有关概念入手介绍了我国慈善事业发展的相关情况，既指出了近年来我国慈善事业发展取得的显著成绩，也指明了当前发展中存在的突出问题。随后详细分析了当前我国慈善事业发展所面临的形势，特别是构建社会主义和谐社会对我国慈善事业发展所提出的新要求，指出当前是我国慈善事业发展的黄金期，要加快发展、积极发展。在对比国外慈善事业发展情况、借鉴国外先进经验后，明确提出了社会主义和谐社会中加快我国慈善事业发展的五条建议：即加快政府职能转变，，明确政府职能定位，给慈善事业发展创造更大空间；完善慈善法制体系，为慈善事业发展提供制度和法律保障；增强全社会慈善意识，为慈善事业发展营造思想舆论氛围；加强慈善组织自身建设，增强慈善事业发展的自动力；开展慈善事业理论研究，提供理论指导和支撑。
[Abstract]:In recent years, as an important force of social development and an important part of social security system, philanthropy has been paid more and more attention by relevant scholars and policy theoretical research departments. This paper introduces the development of philanthropy in China from the concept of philanthropy, pointing out the remarkable achievements in the development of philanthropy in recent years, and pointing out the outstanding problems in the current development. Then it analyzes in detail the current situation facing the development of philanthropy in China, especially the new requirements of constructing a harmonious socialist society for the development of philanthropy in China, and points out that the current period is the golden period for the development of philanthropy in China. We should speed up development and make positive progress. By comparing the development of philanthropy in foreign countries and drawing on the advanced experience of foreign countries, this paper puts forward five suggestions for speeding up the development of philanthropy in a harmonious socialist society: speeding up the transformation of government functions and defining the orientation of government functions. To create greater space for the development of charity; to perfect the legal system of charity, to provide system and legal protection for the development of charity; to enhance the sense of charity throughout the society, to create an ideological atmosphere of public opinion for the development of charity; and to strengthen the construction of charity organizations themselves. To strengthen the automatic development of philanthropy; to carry out theoretical research on philanthropy, to provide theoretical guidance and support.
