地方政府危机管理与公信力的互动研究

【摘要】：当前我国进入到一个各种危机频发的时期。一方面,各种自然灾害发生的频率增大,损失加剧;另一方面,各种社会危机事件频繁发生,影响扩大。这些危机中的绝大部分发生于地方层面。实践证明,我国地方政府危机管理能力相对薄弱,影响到危机管理的效能,同时对地方政府公信力造成损害。因而,加强地方政府危机管理成为一项紧迫任务。与此同时,由于各种原因,地方政府的公信力呈下降趋势,对危机管理和其它各项工作造成严重影响。 目前,关于政府公信力和危机管理的相关研究存在两方面的不足:首先,研究的着眼点大都放在国家层面,满足于宏观层面的论述,鲜有关于地方政府的具体研究,而实际上,对人民群众产生更为直接影响的是地方政府的危机管理和公信力。其次,对政府危机管理和公信力的研究总体上处于孤立状态,少有对两者关系的深入探讨。 本文在详细介绍地方政府危机管理、地方政府公信力的相关理论的基础上,富于创造性地探讨了地方政府危机管理与地方政府公信力这两者之间存在的互动关系及其作用机制,提出了实现两者之间良性互动的可能性和必要性。然后具体分析了当前实现两者良性互动面临的困境:地方政府危机管理水平和能力的不足与地方政府公信力的弱化趋势。最后探讨了实现两者良性互动的路径。 本文的研究开拓了地方政府危机管理与公信力研究的新视角,对于提升地方政府危机管理能力、水平和地方政府公信力,进而提高地方政府的行政能力有一定的理论现实意义,同时对于社会主义和谐社会的构建也有一定的意义。
[Abstract]:At present, China has entered a period of frequent crises. On the one hand, the frequency of all kinds of natural disasters is increased, and the loss is aggravated; on the other hand, various social crisis events occur frequently and the impact is enlarged. The vast majority of these crises occur at the local level. The practice proves that the ability of local government crisis management is relatively weak, which affects the effectiveness of crisis management and damages the credibility of local government. Therefore, strengthening the local government crisis management has become an urgent task. At the same time, for various reasons, the credibility of local governments is declining, which has a serious impact on crisis management and other work. At present, there are two shortcomings in the research on the credibility of government and crisis management: first, most of the research focuses on the national level, satisfied with the discussion of the macro level, and there are few specific studies on the local government, but in fact, The more direct impact on the people is the local government's crisis management and credibility. Secondly, the research on government crisis management and credibility is isolated, and the relationship between them is rare. On the basis of introducing the theories of local government crisis management and local government credibility in detail, this paper creatively discusses the interactive relationship between local government crisis management and local government credibility and its mechanism. The possibility and necessity of realizing the benign interaction between the two are put forward. Then it analyzes the dilemma of realizing the benign interaction between them: the deficiency of local government's crisis management level and ability and the weakening trend of local government's credibility. Finally, the paper discusses the path to realize the benign interaction between the two. The research of this paper has opened up a new angle of view for the study of local government crisis management and credibility, which has certain theoretical and practical significance for enhancing the local government crisis management ability, level and local government credibility, and then improving the local government administrative ability. At the same time, the construction of socialist harmonious society also has certain significance.
