政府在智慧居家养老服务中的作用研究

【摘要】：在全国人口老龄化趋势愈加严重,互联网、物联网、大数据等现代信息技术快速发展的背景下,传统居家养老模式因为适应性降低而难以满足快速老龄化背景下老年人诸多的服务需求。因此,如何解决传统居家养老存在的问题,政府又如何在有效履行自己职能的前提下,充分发挥出自己在养老事业中的作用,是当前需要思考的一个很重要的问题。作为一种积极的探索和革新,智慧居家养老的提出对这个问题的缓解甚至解决带来了有效的办法,但它的发展也因不成熟亟须政府的推动和引导。政府要想有效承担责任,充分发挥出公共服务职能,在智慧居家养老服务中起到积极引导的作用,就必须对自己应发挥的作用进行相应的改进和完善。那么,研究如何完善政府在智慧居家养老服务中的作用就显得十分重要。本文主要以公共产品理论、政府职能理论以及新公共服务理论为指导,通过运用案例分析法以及比较研究法等方法来指导论文写作。本文主要研究政府在智慧居家养老服务中的作用。首先,结合当前智慧居家养老服务发展概况以及政府在典型试点工作中的具体现有做法,分析了政府在其中作用发挥的现状;然后,指出政府作用发挥存在的主要问题及成因;最后,针对实际问题,结合国外代表性国家相关实践以及国内典型试点城市的经验,对政府在智慧居家养老服务中有效发挥其作用的经验进行借鉴,并由此提出完善政府作用的对策建议。
[Abstract]:Under the background of the increasingly serious trend of population aging in China, the rapid development of modern information technology, such as the Internet of things, big data, etc., The traditional family pension model is difficult to meet the needs of the elderly under the background of rapid aging because of its low adaptability. Therefore, how to solve the problems existing in the traditional family pension and how to give full play to the role of the government in the cause of the aged under the premise of effectively performing its functions is a very important issue to be considered at present. As a kind of positive exploration and innovation, the proposal of intelligent family pension brings an effective method to alleviate or even solve this problem, but its development also needs the government's promotion and guidance because it is immature. If the government wants to effectively assume the responsibility, give full play to the public service function, and play an active guiding role in the intelligent home pension service, it must make corresponding improvement and perfection to the role it should play. Therefore, it is very important to study how to perfect the role of the government in the intelligent home pension service. Under the guidance of the theory of public goods, the theory of government function and the theory of new public service, this paper uses the method of case analysis and comparative research to guide the writing of the thesis. This paper mainly studies the role of the government in the intelligent home pension service. First of all, combined with the current situation of the development of the intelligent home pension service and the concrete existing practice of the government in the typical pilot work, this paper analyzes the present situation of the government's role in it, and then points out the main problems and causes of the government's role. Finally, in view of the practical problems, combined with the relevant practices of representative countries abroad and the experience of typical pilot cities in China, this paper draws lessons from the experience of the government in effectively playing its role in the intelligent home pension service. And thus put forward to improve the role of government countermeasures.
