中国志愿者组织的发展现状和功能的研究

【摘要】: 20世纪70年代以来,志愿者组织在全球范围兴起并发展,逐渐成为现代社会发展的一支活跃力量,也引起了国际学术界的高度重视。志愿者组织是世界各国蓬勃兴起的事业,也是当代中国方兴未艾的事业。改革开放催生了中国本土的志愿者组织,近年来,组织的规模与数量更是不断发展壮大,并在经济、政治、社会、文化等领域发挥着一系列独特而重要的功能。本文旨在研究中国志愿者组织的发展现状和功能,以期引导其健康、规范地成长。 本文除引言、结语外分为四个部分: 第一部分:理解志愿者组织。第一部分旨在阐明志愿者组织的概念、特点及其理论基础,以便于后文更好地开展研究。 第二部分:中国志愿者组织的兴起与发展。中国的志愿者组织是改革开放的产物,是在我国特定的经济、政治和社会环境下兴起并发展的。本部分的研究立足中国的实际情况,把我国现有的主要志愿者组织依据发起者的不同分成三类:一是由政府部门发起并推广的志愿者组织,包括社区志愿者组织和公务员志愿者队伍;二是由准政府部门发起并推广的志愿者组织,包括青年志愿者协会和由媒体发起的志愿者组织;三是从民间自发产生并发展的志愿者组织,包括由企事业单位发起的志愿者组织和各种草根类志愿者组织。分类探讨后总结出“政府为主、民间为辅、多元共存”这一带有浓厚本土化特色的志愿者组织发展现状。 第三部分:中国志愿者组织的功能分析。在阐明发展现状的基础上,第三部分对中国志愿者组织所发挥的功能展开了系统的分析。本文认为,中国的志愿者组织作为一种高尚社会行为的承担者和一项重要社会公益事业的参与者,发挥了以下五种功能:提供经济价值——创造可观经济价值和节省政府财政开支;提供物质成果——在帮助弱势群体和改善环境方面带来一系列有形、可见的成果;提供人力资本——提升个体劳动者的知识、技能、满足感和为社会聚集精英;提供社会资本——构建民众与民众、民众与政府之间的良好关系网络;提供文化资本——保护地方文化、塑造公益文化、培育行政文化。 第四部分:中国志愿者组织存在的主要问题及其对策。在最后一部分中,本文指出中国志愿者组织进一步发展所面临的主要问题是:“增强独立性”与“需要政府培育与监管”的双重纬度的磨合与协调。增强独立性主要针对那些行政色彩浓重的官办志愿者组织而言,文章提出淡化行政级别、实行理事会领导、转变管理体制三点建议;需要政府培育主要针对处于初始起步阶段的民间志愿者组织而言,政府应在资金支持、人才输入、宣传激励、树立榜样、建立合作五方面加强对志愿者组织的培育;而无论官办志愿者组织还是民间志愿者组织都离不开政府的监管,政府应对志愿者组织实施财政监管和领导干部监管。
[Abstract]:Since the 1970s, volunteer organizations have risen and developed on a global scale, and have gradually become an active force in the development of modern society, which has also attracted great attention from the international academic circles. Volunteer organization is the flourishing cause of the world, but also the flourishing cause of contemporary China. Reform and opening up has given birth to local volunteer organizations in China. In recent years, the scale and number of organizations have been growing and growing, and they have played a series of unique and important functions in the fields of economy, politics, society, culture and so on. The purpose of this paper is to study the development status and functions of Chinese volunteer organizations in order to guide them to grow healthily and normatively. In addition to the introduction, the conclusion is divided into four parts: the first part: understanding volunteer organizations. The first part aims to clarify the concept, characteristics and theoretical basis of volunteer organization so as to carry out further research. The second part: the rise and development of Chinese volunteer organizations. The volunteer organization in China is the product of reform and opening up, and it is rising and developing in the specific economic, political and social environment of our country. This part of the study is based on the actual situation in China, the existing main volunteer organizations in China are divided into three categories according to the different initiators: first, the volunteer organizations initiated and promoted by government departments, Second, volunteer organizations initiated and promoted by parastatal departments, including youth volunteer associations and volunteer organizations initiated by the media; Third, voluntary organizations, including voluntary organizations initiated by enterprises and institutions, and various grass-roots volunteer organizations. After classified discussion, the author concludes that "the government is the main body, the folk is the auxiliary, the pluralistic coexistence" this area has the strong localization characteristic volunteer organization development present situation. The third part: the function analysis of Chinese volunteer organization. On the basis of expounding the present situation, the third part systematically analyzes the functions of Chinese volunteer organizations. This paper holds that the volunteer organizations in China are the bearers of noble social behavior and the participants of an important social welfare undertaking. Five functions have been performed: providing economic value-generating considerable economic value and saving government fiscal expenditure; providing material results-with a range of tangible and visible results in helping vulnerable groups and improving the environment; To provide human capital-to enhance the knowledge, skills, satisfaction and agglomeration of the elite of individual workers; to provide social capital-to build a network of good relationships between the people and the people, between the people and the government; Provide cultural capital-protect local culture, mold public interest culture, and cultivate administrative culture. The fourth part: the main problems and countermeasures of Chinese volunteer organizations. In the last part, this paper points out that the main problems facing the further development of Chinese volunteer organizations are: "enhancing the independence" and "the need for government cultivation and supervision" of the dual latitude of the running-in and coordination. To strengthen the independence of those government volunteer organizations with strong administrative color, the article puts forward three suggestions: desalination of the administrative level, implementation of the leadership of the Council, and transformation of the management system; The government should strengthen the cultivation of volunteer organizations in five aspects, such as fund support, talent input, propaganda and encouragement, setting up an example and establishing cooperation. Neither government volunteer organization nor non-governmental volunteer organization can not be separated from government supervision. The government should implement financial supervision and leadership cadre supervision to volunteer organization.
