城乡统筹视域下中国农村治理研究

【摘要】：加强农村治理的现代化是实现城乡统筹发展的必要前提,也是党一直重视的问题,本文主要对与此相关的问题做了研究。主要从城乡统筹视域下农村治理的相关概念、城乡关系演变进程等方面进行详细研究论述。第一部分,主要从城乡统筹、社会治理、农村治理以及相关的城乡关系的理论基础阐释提出城乡统筹视域下加强农村治理的必要性和重要性。第二部分,主要揭示了城乡统筹视域下农村治理的历史变迁及成就。建国以来,城乡关系不断变化。虽然城乡关系发展曲折,但是,我国一直没有停止探索和谐的城乡关系,在此过程中,我国对农村治理的探索也取得一些非常好的成绩。第三部分主要论述了城乡统筹视域下农村治理的困境和成因。虽然我国一直在探索和谐的城乡关系,也取得了一定的成就,但是总体来说,当前城乡一体化进程发展缓慢,在社会治理现代化的要求下,农村治理问题依然很大。理念是行为的先导,农村旧有治理观念已经不能适应新时代需求,严重阻碍了农村治理现代化的进程。在城乡统筹发展过程中,传统的城乡二元体制是发展的最大障碍。第四部分,主要论述了城乡统筹视域下加强农村治理的对策。有问题,才需要相应的对策予以解决,所以加强农村治理,首先要从农村治理现存的问题入手。改变传统的治理理念。建立健全治理机制,畅通城乡交流。
[Abstract]:Strengthening the modernization of rural governance is the necessary prerequisite to realize the overall development of urban and rural areas, and is also a problem that the Party has always attached importance to. This paper mainly discusses the related concepts of rural governance from the perspective of urban and rural planning, the evolution of urban-rural relations and so on. The first part puts forward the necessity and importance of strengthening rural governance from the perspective of urban and rural planning, social governance, rural governance and related urban-rural relations. The second part mainly reveals the historical changes and achievements of rural governance from the perspective of urban and rural planning. Since the founding of the people's Republic of China, urban and rural relations have been changing. Although the development of urban-rural relations is tortuous, our country has not stopped exploring harmonious urban-rural relations. In this process, our country has made some very good achievements in the exploration of rural governance. The third part mainly discusses the dilemma and causes of rural governance from the perspective of urban and rural planning. Although our country has been exploring harmonious urban-rural relations and has made some achievements, generally speaking, the process of urban-rural integration is slow, and the problem of rural governance is still very big under the requirement of the modernization of social governance. Idea is the forerunner of behavior, the old concept of rural governance has been unable to adapt to the needs of the new era, which seriously hinders the process of modernization of rural governance. In the process of urban and rural development as a whole, the traditional dual system of urban and rural development is the biggest obstacle. The fourth part mainly discusses the countermeasures of strengthening rural governance from the perspective of urban and rural planning. Only when there are problems, the corresponding countermeasures should be solved, so to strengthen rural governance, we must start with the existing problems of rural governance. Change the traditional concept of governance. Establish a sound governance mechanism, smooth urban and rural exchanges.
