现代企业制度下的国有企业党的建设研究

【摘要】：现代企业制度下国有企业党的建设是一个重大的政治命题,其中的许多问题颇受社会关注,但系统性研究甚少。本文从国有企业党建的重要性谈起,提出国有企业党的建设的基本评价标准,在此基础上论述国有企业党的建设的基本问题,并回应现实中存在的突出问题。全文分为6个部分:绪论提出国有企业党建关乎社会主义制度成败,同时论述了国有企业党的建设的评判标准。国有企业承担着政治、经济、文化、社会功能,加强国有企业党的建设是实现国有企业功能的必然要求。单纯注重国企经济功能的观点影响较大,对国企党建评判有着负面影响。本章还交代了研究涉及到的基本问题。第一章阐述如何完善现代企业制度下国有企业的领导体制,更好地发挥国有企业党组织的政治核心作用。国有企业领导体制直接决定着党委的地位和作用发挥。国有企业党委发挥政治核心作用,既是《党章》的规定,也是企业领导体制变革和党建经验的总结。现代企业制度是企业管理的文明成果,公司法人治理是其主要形式。建立现代企业制度、实施公司法人治理有利于企业经济效益的提高。但公司法人治理与现代企业制度不是对等的概念。现行法人治理结构照搬西方模式,突出了经济效益标准,弱化了党委作用,背离了职工的主人翁地位。建设中国特色的现代国有企业制度,必须把党的领导、职工的主人翁地位与发挥公司法人治理的管理优势结合起来,使党组织和群众组织成为法人治理的有机组成部分。第二章阐述如何加强国有企业干部队伍建设,保持干部队伍的工人阶级属性。国企干部队伍是企业的实际管理者,现代企业制度带来干部队伍和干部管理工作的复杂化,加强干部队伍建设更加必要。目前干部队伍在思想政治水平、党风廉政建设、分配激励、能力素质方面存在着突出问题。必须坚持党管干部,解决突出问题,保证干部队伍的阶级立场和政治方向,防止国企干部队伍的蜕化变质。第三章阐述加强国有企业思想政治工作,巩固党在企业的执政基础。思想政治工作是党的传统和优势,是巩固党在国有企业执政基础的需要。社会思潮多样化、文化交融、信息化、职工队伍结构变化等给思想政治工作带来了新问题。要通过社会主义核心价值观教育、精神文明建设、企业文化建设、思想政治工作创新引领和动员职工群众,巩固党的执政基础,实现党在企业的执政目标。第四章阐述加强国有企业党组织建设,保持国有企业党组织的先进性纯洁性。党组织和党员队伍在国有企业的作用十分关键。目前党员队伍在理想信念、精神状态、引领能力、组织活力等方面存在一定的问题。应当通过学习型创新型服务型引领型党组织建设,增强党员队伍思想政治素质和业务素质,发扬党内民主,增强党委班子的领导力,增强党员队伍活力。结论主要是在全文的基础上做出的概括和总结。加强现代企业制度下的国有企业党的建设,根本在于用马克思主义统领国企党建,把马克思主义党建思想贯彻到国有企业党的建设各个方面,形成中国特色的现代国有企业制度。
[Abstract]:The modern enterprise system under the party building of state owned enterprises is a major political proposition, many problems of the popular social concern, but little systematic research. This paper starts from the importance of Party building of state owned enterprises, put forward the basic evaluation of the party building of state owned enterprises standards, in this paper based on the basic problems of the party building of state owned enterprises., and respond to the outstanding problems that exist in reality. The thesis is divided into 6 parts: the introduction of state-owned enterprises for the socialist party system success, and discusses the construction of state-owned company party criteria. State owned enterprises bear the political, economic, cultural and social functions, to strengthen the party building of state owned enterprises is the inevitable requirement to realize the state-owned the function of enterprise. Only pay attention to influence the economic function of large state-owned enterprises, has a negative impact on the enterprise party construction evaluation. This chapter also explains the problem of this study relates to the base. The first chapter expounds how to improve the leadership system of state-owned enterprises under the modern enterprise system, better play the central role of political party organizations in state-owned enterprises. The leadership system of state-owned enterprises directly determines the status and role of the Party committee of the party. Modern enterprise system is the civilization of enterprise management, corporate governance is the main form. The corporate governance structure, copy the Western model, highlighting the economic standard benefits, weakening the role of Party committees, from the master status of the workers. The second chapter explains how to strengthen the construction of cadres of state-owned enterprises, keep working class cadres. The cadres in the ideological and political level, honest government, incentive, ability and quality are outstanding problems. The diverse social ideological and cultural integration, informatization, staff structure change has brought new problems to the ideological and political work. The fourth chapter of strengthening the construction of Party organizations in state-owned enterprises, maintain the advanced nature of Party organizations in state-owned enterprises. The party members in the ideals and beliefs, mental state, lead there are some problems in terms of ability, organization activity and so on. Through the study of innovative services should lead the party organization construction, enhance the party ideological and political quality And the service quality, develop inner-party democracy, strengthen the leadership of Party committees, enhance the vitality of Party members. The main conclusion is made based on the text of the summary and conclusion.
