【摘要】：意识形态安全,就是主流意识形态保持不受威胁的状态和能力。意识形态及意识形态安全问题,一直是人文社科领域研究的重点问题,在不同的时代、不同的学科都持续不衰。新媒体是以互联网技术、数字技术和信息技术为支撑,以互联网和移动互联网为基础的信息传播媒介。新媒体一经诞生,就经济、政治、文化、社会以及人们的生产生活和思维交往等各个方面产生广泛而深刻的影响。意识形态也不可避免地面临新媒体的挑战与机遇。在新媒体方兴未艾的环境下,研究新媒体与意识形态安全,已经成为思想政治学科的一个新的热点问题。开展新媒体环境下我国社会主义意识形态安全问题研究,对于深化意识形态安全理论研究,拓宽社会主义意识形态研究领域,总结和把握新媒体环境下宣传思想工作和思想政治教育的经验与规律具有重要的理论意义;对于有效占领新媒体宣传思想阵地,抵御西方意识形态渗透,增强国家文化软实力,巩固党的执政地位,为顺利推进中国特色社会主义事业、协同推进“四个全面”战略布局、实现两个百年目标和中华民族伟大复兴中国梦营造良好社会环境具有重要的现实意义。论文以马克思主义理论为指导,系统回顾总结意识形态及意识形态安全思想,从理论层面分析新媒体带来我国社会主义意识形态安全的机遇和挑战,从实践层面总结国内外维护新媒体环境下意识形态安全的经验教训,提出化挑战为机遇,维护社会主义意识形态安全的路径。除导论和结论外,论文由六章组成,主要内容是:第1章,意识形态安全的理论省察。意识形态,是指在一定的社会经济基础之上形成的,以一定的价值观念、政治信仰、理想信念为核心的,反映一定社会阶级、阶层、或政治集团利益的系统的思想观念体系。从意识形态建设的逻辑看,意识形态安全是意识形态建构安全、传播安全、认同安全三个方面的共同体。第2章,新媒体的理论概要。新媒体包含互联网新媒体、手机新媒体和互动式数字电视新媒体三种基本形态,数字化和互动性是其根本特质,并衍生出超媒体、超时空、个性化、开放性、海量化、低门槛等特征。在此基础上,新媒体传播,表现出传播结构去中心化、传播方式碎片化、传播空间无限化、传播效应裂变化的特征。新媒体传播融合了大众传播和人际传播的特征,一方面冲击了“把关人”、“沉默的螺旋”等大众传播理论,另一方面也激发了“马太效应”、“蝴蝶效应”在新媒体传播领域的延伸。第3章,新媒体对社会主义意识形态安全的挑战。新媒体通过冲击马克思主义指导地位和社会主义先进文化,挑战社会主义意识形态建构的安全;通过冲击社会主义意识形态传播的转型适应力、分散传播注意力、削弱传播管控力,挑战社会主义意识形态传播的安全;通过增加社会主义意识形态价值认同难度、整合难度、防御难度,挑战社会主义意识形态认同的安全。第4章,新媒体带给社会主义意识形态安全的机遇。新媒体有利于提高社会主义意识形态建构的群众参与水平,完善社会主义意识形态建构的主体资格;新媒体开辟了社会主义意识形态传播的崭新渠道,有利于增强社会主义意识形态传播效果;新媒体为增强社会主义意识形态吸引力和凝聚力提供机遇,为社会主义意识形态争夺国际话语权打开新通道。第5章,国内外维护新媒体环境下主流意识形态安全的启示。我国维护新媒体环境下社会主义意识形态安全的主要经验是,顺势而为,化挑战为机遇;因势利导,从管理到治理;乘势而上,变被动为主动。国外维护新媒体环境下主流意识形态安全的借鉴主要有:立法规范、战略部署、专职机构、安全审查、行业自律、技术管控和实名登记,等等。第6章,新媒体环境下维护社会主义意识形态安全的路径。夯实社会主义意识形态安全的社会存在根基,坚持和发展中国特色社会主义;加强社会主义意识形态安全的制度保障,全面推进依法治国;优化社会主义意识形态安全的新媒体环境,实施网络强国战略。坚持正确的方针原则,做到主观能动与尊重规律相统一,“内容为王”与“形式为圣”相统一,旗帜鲜明与润物无声相统一,线上联动与线下互动相统一。明确具体的办法措施,推进马克思主义大众化与新媒体的融合,坚持用社会主义核心价值观统领新媒体文化,提高社会主义意识形态新媒体传播管控力,促进社会主义意识形态新媒体传播和整合方式转型,增强社会主义意识形态吸引力,提升新媒体思想政治工作针对性实效性,维护新媒体空间持久清朗。
