思想政治教育的社会治理功能研究

【摘要】:“治理”理念最先流行于国际社会。当国际社会提出治理理论并展开广泛讨论时,几乎与国际学界保持着相同的节奏,国内学者对于治理理论也展开了研究。这种研究从最初的译介和解读,逐渐深化到对中国现实问题的分析与回应,呈现出从浅入深、由点及面、逐渐升温的态势。尤其是十八届三中全会将“推进国家治理体系和治理能力现代化”作为全面深化改革的总目标之一,并首次提出“创新社会治理体制”,这是对马克思主义国家理论的重大创新。其中,用“社会治理”替代“社会管理”,是我党政治文件中一次颇具新意的理论表述,是我党多年来对社会改革实践进行理性反思的重大理论成果。“治理”以及“社会治理”的提出,立刻引发了社会各界的广泛关注和激烈讨论。社会治理一经提出,便为思想政治教育功能提供了新的创新动力和发展空间。创新社会治理体制,客观上要求思想政治教育做出积极回应,需要以其独特的方式,对治理进行解读和宣传,以推动全社会对治理的认知、认同以及践行。在回应和研究的过程中,必然建构起思想政治教育与社会的新关系,产生思想政治教育的新功能。思想政治教育的功能是多方面的,从概念维度、本质维度、对象维度以及环境维度进行考察,它呈现出不同的特性和功能。伴随着社会治理的发展和思想政治教育功能的扩展,二者在“实施主体”、“作用对象”、“实施过程”、“方式目标”以及“功能原则”等方面具有密切关联性。思想政治教育的社会治理功能,即在“思想政治教育社会治理活动”中产生的功能。它是思想政治教育面对新形势、新环境做出的积极回应,是其特有功能在社会治理领域中的体现,是其固有功能的延伸和拓展,是有意识、有目的地将社会治理纳入思想政治教育价值目标范围的表现。它是由诸多功能组成的结构体系。从核心层次看,它具有思想整合功能、价值引领功能、道德教化功能以及心理疏导功能;从中间层次看,它具有利益调节功能、矛盾化解功能、冲突协调功能、活力激发功能;从外围层次看,它具有促进治理主体平等对话、监督治理过程实施、弥补“刚性”治理手段的不足以及社会舆情收集和信息反馈的功能。在马克思主义经典作家、中国共产党人理论著作、思想政治教育学、公共治理理论等理论宝库中,都蕴藏着丰富的思想政治教育社会治理的思想。发挥思想政治教育的社会治理功能具有现实性和紧迫性。基于对社会治理中“社会”的分析和界定,在社会转型期,社会治理的场域主要集中于“社会事业领域改革”、“社会结构调整”、“社会公共安全”、“社会舆情管理”以及“社会生活方式”等五个领域。与此相对应,思想政治教育需要在化解社会各种矛盾、加强社会道德和诚信体系建设、维护社会稳定和社会意识形态安全、不断满足群众精神文化需求等方面发挥更大的作用。这是发挥思想政治教育社会治理功能所面临的现实课题。目前,在社会治理过程中,思想政治教育的作用似乎显得较为微弱,治理效果不甚理想。究其原因,思想政治教育过程中的管控思维明显,偏离了社会治理的主旨;思想政治教育工作体制尚不健全,阻碍了社会治理的实施;从环境因素看,思想政治教育环境状况复杂多变,增加了社会治理的难度;从方式方法因素看,思想政治教育实施方式欠佳,弱化了社会治理的作用;从人的因素看,思想政治教育者和教育对象呈现诸多问题,影响了社会治理的效果。要想充分发挥思想政治教育的社会治理功能,就需要努力消除不良因素的影响,形成社会治理的合力。为此,要创新理念,实现“管理”向“治理”的转变,处理好维稳与维权的关系;建立并完善思想政治教育社会治理工作机制,有效化解社会矛盾;深入开展道德领域突出问题的专项教育和综合治理,改良社会风气;强化社会主义核心价值观在社会治理中的引领作用,营造健康社会舆论环境;运用综合多样的载体和方式方法,提升社会协同治理的功效;培育现代社会的公民意识,激发社会活力。总体而言,对“思想政治教育社会治理功能”的研究遵循“提出问题—分析问题—解决问题”的逻辑线路,以文献研究法、交叉学科研究法和比较研究法为主要方法。在梳理大量文献资料的基础上,将社会治理理论引入思想政治教育领域,并将二者进行融合,深入剖析二者的关联性;在界定“思想政治教育社会治理功能”内涵、特征的基础上,对其12项功能进行分类归纳,力图较为全面、清晰地展现思想政治教育社会治理功能的结构体系;在分析思想政治教育社会治理功能所面临的现实问题和影响因素的基础上,找到了发挥思想政治教育社会治理功能最大化的切入点,力求实现二者的融合与创新。
[Abstract]:The concept of "governance" was first popular in the international community. When the international community put forward the theory of governance and extensive discussion, it almost kept the same rhythm with the international community. The domestic scholars have also studied the theory of governance. This kind of research has gradually deepened from the original translation and interpretation to the analysis and response to the reality of China. This is one of the general objectives of deepening the reform in the third Plenary Session of the 18th CPC Central Committee, especially in the third Plenary Session of the 18th CPC Central Committee, which is "promoting the national governance system and the modernization of governance capacity", and first put forward "innovative social governance system". This is a major innovation for Marx's theory of the state. The replacement of "social management" is a new theoretical expression in the political documents of our party. It is a major theoretical result of our party's Rational Reflection on the practice of social reform for many years. "Governance" and "social governance" have aroused wide attention and heated discussion from all walks of life. It provides a new creative power and space for ideological and political education. The innovation of the social governance system requires a positive response to the ideological and political education. It needs to read and propagate the governance in its unique way, in order to promote the cognition, identification and practice of the whole society in the process of governance. There must be a new relationship between Ideological and political education and society and the new function of Ideological and political education. The function of Ideological and political education is multifaceted, from the concept dimension, the essential dimension, the object dimension and the environmental dimension, which presents different characteristics and power. It is accompanied by the development of social governance and ideological and political education. The two are closely related to the "implementation subject", "the action object", "the implementation process", "the mode goal" and "the function principle". The social governance function of the ideological and political education is the function produced in the "Ideological and political education social governance activities". It is the ideological and political education facing the new situation, The positive response of the new environment is the embodiment of its unique function in the field of social governance, the extension and expansion of its inherent functions. It is a manifestation of the conscious and purposeful expression of social governance into the scope of the value target of Ideological and political education. It is a structure composed of many functions. From the core level, it has an ideological integration work. Ability, value guiding function, moral education function and psychological dredging function; from the middle level, it has the function of interest adjustment, contradiction and dissolving function, conflict coordination function and vigor stimulating function. From the peripheral level, it can promote the equal dialogue of the governing body, supervise the implementation of the governance process and make up the insufficiency of the "rigid" governance means. The function of social public opinion collection and information feedback is rich in Ideological and political education and social governance in the classical Marx writers, the theoretical works of the Chinese Communists, ideological and political education, and the theory of public governance. It is realistic and urgent to play the social governance function of Ideological and political education. Based on the analysis and definition of "society" in social governance, in the period of social transformation, the field of social governance mainly concentrates on the five fields, such as "social cause reform", "social structure adjustment", "social public security", "social public opinion management" and "social life style". We should play a greater role in resolving various social contradictions, strengthening the construction of social morality and integrity system, maintaining social stability and safety of social ideology, and constantly satisfying the spiritual and cultural needs of the masses. This is a realistic task facing the social governance function of Ideological and political education. The effect of the treatment of education appears to be relatively weak and the effect of governance is not ideal. The reason is that the control thought in the process of Ideological and political education is obvious and deviates from the main purpose of social governance; the system of Ideological and political education is still unsound and hinders the implementation of social governance; from the view of the environment, the environment of Ideological and political education is complex and changeable. The difficulty of social governance has been increased. From the perspective of ways and means, the poor implementation of Ideological and political education has weakened the role of social governance. From the perspective of human factors, the ideological and political educators and educational objects present a lot of problems and affect the effect of social governance. In order to eliminate the influence of bad factors and form the resultant force of social governance, we should innovate the concept, realize the transformation of "management" to "governance", and deal with the relationship between stability and power, establish and improve the social governance mechanism of Ideological and political education, effectively resolve social contradictions, and carry out the special education and comprehensive analysis of the outstanding problems in the moral field. To strengthen the social atmosphere, to strengthen the social atmosphere, to strengthen the leading role of the socialist core values in social governance, to create a healthy social public opinion environment, to use a comprehensive and diverse carrier and method to improve the effectiveness of the social synergy; to cultivate the consciousness of the citizens of the modern society and to stimulate the social vitality. The research on the function of governance follows the logical line of "putting forward questions, analyzing problems and solving problems". The main method is literature research, interdisciplinary research and comparative study. On the basis of combing a large number of documents, the theory of social governance is introduced into the field of Ideological and political education, and the two are integrated and deeply divided. On the basis of defining the connotation and characteristics of "the social governance function of Ideological and political education", the two functions are classified and summarized, and the structure system of the social governance function of Ideological and political education is clearly demonstrated and the practical problems and influence of the social governance function of Ideological and political education are analyzed. On the basis of the factors, we found the breakthrough point to maximize the function of social governance in Ideological and political education, and strive to achieve the integration and innovation of the two.
