中国公立高校内部治理体系研究

【摘要】:作为传承和拓展文明的学术组织,大学肩负着培养人才、发展科学、服务社会、传承和创新文化的重要使命。在现代人类社会的发展过程中,大学发挥着其他任何组织都无法替代的重要作用。公立高校是中国建设世界一流大学的主阵地,关乎整个高等教育发展的规模、速度、效益和质量。而“内因是事物发展的根本动力”,高校自身的健康成长,当然要从高校的内部做起。因此,做好中国公立高校内部治理体系的创新研究,深入推进高校治理改革实践是破解“钱学森之问”,践行高校使命,推动中国高等教育持续、健康和快速发展的必由之路。特别是在党的十八届三中全会提出“全面推进国家治理体系和治理能力现代化”特殊时代背景下,推动公立高校内部由传统“管理”向现代“治理”的转变,进一步健全和完善符合中国国情的公立高校内部治理体系,实现高等教育治理体系和治理能力的现代化,已成为我国教育领域改革迫切需要解决的重要课题。本文共分六个部分,具体内容如下:绪论。介绍公立高校内部治理体系研究的背景和意义,梳理与本研究密切相关的研究成果,并在此基础上明确本文的研究思路、方法和论文结构,指出论文的创新之处与研究的不足。第一章:理论基础与分析框架。本章主要从理论层面解决公立高校内部治理体系分析研究的理论依据和基本框架问题,即将治理的一般性原理、中国情境下治理体系的嵌入性分析工具以及中国公立高校的改革、建设和发展实践相结合,在规范限定本研究所涉及的“大学治理”“公立高校”“治理体系”等核心概念的基础上,按照“价值——制度——行动”这一中国特色治理体系的基本结构,明确公立高校内部治理体系分析和研究的基本框架。第二章:中国公立高校内部治理体系的价值构成。“价值”的定位是构建任何一个现代社会组织必须首先厘清的问题,“价值”不仅关系到组织存在的意义和使命,更关系到组织的制度结构和行动规范的确立。本章以中国公立高校内部治理体系的价值构成作为分析和研究的对象,从现代大学的功能价值和精神价值出发,结合中国特色社会主义制度下公立高校政治价值的特殊规定性,明确公立高校自身的价值定位,并以此为基础,分析和揭示现实中公立高校内部治理体系的核心价值取向以及这些价值取所要正视和面对的价值偏离问题。第三章:中国公立高校内部治理体系的制度结构。制度对于治理的重要性是不言而喻的,有效的治理必须要以稳定的制度结构和有效的制度供给作为基础、保障和动力。本章以中国公立高校内部治理体系的制度结构作为研究对象,并以现代大学内部的权力结构作为分析的切入点,在明确公立高校内部治理体系的理想化制度结构的基础上,介绍和分析当前公立高校内部以“党委领导下的校长负责制”为核心的政治领导制度、行政管理制度和学术自主管理制度的现实样貌,同时分析和揭示当前公立高校内部治理体系在制度结构方面存在的主要缺陷。第四章:中国公立高校内部治理体系的行动模式。从价值层面的引领,再到制度层面的设计和安排,最终都将落脚于具体的治理行动之中。本章以中国公立高校内部治理体系的行动模式作为分析和研究的对象,从治理的行动模式区别于传统管理的特殊性角度,结合自主治理的基本原则,设计并提出了带有自主行动特征的公共高校内部治理体系的理想行动模式,并在对当前公立高校内部以决策、执行、参与和监督为核心内容的行动模式进行介绍和分析的基础上,查找和分析阻碍公立高校内部治理有效行动的主要因素。第五章:中国公立高校内部治理体系优化的实现路径。本章在综合前文论述分析的基础上,按照价值路径、制度路径与行动路径三个维度,探讨未来进一步优化中国公立高校内部治理体系可以进行创新和改革的具体领域,并提出相关的政策建议。

The object of the study is to design and put forward the ideal action mode of the internal governance system of public colleges and universities with independent action characteristics, which is different from the special nature of traditional management and the basic principles of autonomous management, and the action of decision, execution, participation and supervision in the public colleges and universities. On the basis of the introduction and analysis of the model, the main factors that obstruct the effective action of internal governance in public colleges and universities are found and analyzed. The fifth chapter is the path to realize the optimization of the internal governance system of the public universities in China. On the basis of the analysis of the comprehensive foreword, this chapter discusses the future of the three dimensions according to the value path, the system path and the action path.
