湖北省耕地多功能评价及时空演变研究

【摘要】：新型城镇化与工业化的快速发展,带来经济高速增长的同时,使得人地关系矛盾日益紧张。土地是万物之本,耕地是土地的精华,耕地资源的不可或缺性与供给稀缺性使得耕地保护显得尤为重要。社会经济的快速发展,一方面,造成了耕地数量减少、耕地质量降低,另一方面,通过改变人们生产和生活方式、消费理念和价值观念,改变了人们对耕地的需求导向,使得传统的耕地保护模式已经在经济新常态下表现出了滞后性。人们生产生活方式的改变与需求层次的变化,提升了耕地多功能的社会认同,也为我国耕地保护模式带来了新的方向。2017年,全国两会期间,中央对耕地保护进行了新定位和新要求,着力加强耕地数量、质量、生态“三位一体”保护,充分发挥耕地的多重效益,凸显耕地的多种功能,是新时期耕地保护的新使命新要求。本文通过文献学习,立足于现有研究,以耕地在利用过程中产生的多重效益为出发点,将耕地功能划分为经济生产功能、社会保障功能、生态服务功能三种类型。选取湖北省为研究对象,以与耕地利用结果密切相关的社会经济数据为支撑,构建耕地多功能评价指标体系,采用熵权法确定指标权重,线性加权模型计算耕地多功能指数,对研究区2000-2014年耕地多功能进行评价。基于评价结果,采用空间自相关分析,从时序和空间两个维度对湖北省耕地多功能演变规律进行探究,得出以下结论:(1)从时序上分析湖北省耕地多功能演变规律:在2000-2014年期间,耕地综合功能、经济生产功能、生态服务功能,演变规律基本一致,整体表现出先下降后上升的一个总体趋势,演变过程大致可以分为两个阶段:一是2000-2006年,耕地功能不断弱化阶段;二是2007-2014年,耕地功能提升阶段。耕地社会保障功能,在2000-2014年呈现和缓下降的一个总体趋势。(2)从空间上分析湖北省耕地多功能演变规律:湖北省耕地多功能空间上存在较为显著、正的空间自相关,表明耕地多功能空间分布不是随机状态,存在空间集聚效应。在2000-2014年期间,全省耕地多功能空间上的分异特征未发生大的变化。耕地多功能空间分异特征具体表现如下:①耕地综合功能整体上呈鄂中与鄂东南、鄂西北的空间分异特征,空间表现为高值区域在鄂中江汉平原农业区与鄂北岗地丘陵农业区集聚,低值区域在鄂东南丘陵低山农业区、鄂西北山地农业区集聚。②耕地经济生产功能整体上呈鄂中、鄂东与鄂西的显著空间分异特征,空间表现为高值集聚区分布在鄂中江汉平原农业区与鄂东丘陵低山农业区,低值区域在鄂西山地农业区集聚。③耕地社会保障功能整体上呈鄂中北与鄂东南的空间分异特征,空间表现为高值区域在鄂中北岗地丘陵农业区集聚,低值区域在鄂东南丘陵低山农业区集聚。④耕地生态服务功能整体上呈鄂中南与鄂西、鄂东的显著空间分异特征,空间表现为高值集聚区分布在鄂中南江汉平原农业区,低值区域在鄂西山地农业区、鄂东丘陵低山农业区集聚。(3)基于时序和空间两个维度的分析,对湖北省耕地多功能时空演变规律有了比较直观的认识,结合湖北省实际情况,提出耕地多功能保护建议,为实现湖北省耕地多功能保护提供依据和参考。
