乌兰察布市创建文明城市中政府职能研究

【摘要】：创建文明城市,是党的十一届三中全会以来逐步深入展开的群众性精神文明创建活动的有效载体之一。创建成为全国(全省、全市)文明城市,意味着一个城市在物质、精神、政治、社会和生态建设等各方面均取得丰硕成果,且市民整体素质和城市文明程度较高,是一个城市最具竞争力的品牌和综合荣誉。政府及其所属部门是创建文明城市的主力军和倡导者,创建文明城市目标的提出、工作的部署、措施的落实等各个环节都需要政府全程参与。从某种意义上来说,文明城市的创建过程,也是政府转变职能,不断为公众提供优质高效公共产品和服务的过程。而在当前,多数地方政府还存在重经济职能轻公共服务、重管理轻服务、城市建设违背群众利益等现象,根本原因为政府在创建文明城市中履职不正确、职能转变不到位。本文以乌兰察布市为例,从公共产品和政府再造理论视角,通过实地调研、对比分析、查阅文献等方法,对乌兰察布市创建文明城市中政府职能进行了深入研究。本文分七个部分,引言介绍了研究背景和研究意义,研究内容及研究方法,国内外研究现状,创新点及不足之处。正文的第一章阐释了基本概念和基本理论;第二章介绍乌兰察布市创建文明城市政府履职现状;第三章指出了乌兰察市创建文明城市政府履职存在的问题;第四章剖析了存在的问题的原因;第五章介绍了大连市和包头市创建文明城市过程中政府职能优化的先进经验;最后提出乌兰察布市创建文明城市政府优化职能的建议。本文在文明城市创建的背景下研究政府职能,对于各地区当下积极开展的创建文明城市工作具有一定的理论和实践意义,同时对于新形势下政府职能转变,建设有效、法治、责任和服务型政府具有积极作用。
[Abstract]:The establishment of civilized city is one of the effective carriers of mass spiritual civilization since the third Plenary session of the Eleventh Central Committee of the Communist Party of China (CPC). It means that a city has achieved fruitful results in material, spiritual, political, social and ecological construction, and the overall quality of citizens and the degree of urban civilization are relatively high. Is a city's most competitive brand and comprehensive honor. The government and its departments are the main forces and advocates for the establishment of civilized cities. The whole process of government participation is required in all aspects, such as putting forward the goal of establishing civilized cities, the deployment of work, the implementation of measures, and so on. In a sense, the process of the establishment of civilized city is also the process of changing the function of the government and continuously providing high-quality and efficient public goods and services to the public. At present, most local governments still pay more attention to economic function than public service, management over service, and urban construction is contrary to the interests of the masses. The fundamental reason is that the government does not perform its duties correctly and the transformation of functions is not in place in the establishment of civilized cities. Taking the city of Wulanchabu as an example, from the perspective of public goods and government reengineering theory, through on-the-spot investigation, comparative analysis and reference, this paper makes a deep study on the government function in the establishment of a civilized city in Wulanchabu. This paper is divided into seven parts, the introduction introduces the research background and significance, research content and research methods, research status at home and abroad, innovation points and shortcomings. The first chapter of the text explains the basic concepts and basic theories; the second chapter introduces the status quo of the establishment of the civilized city government in Wulanchabu; the third chapter points out the problems existing in the establishment of the civilized city government in the city of Wulancha; The fourth chapter analyzes the causes of the existing problems; the fifth chapter introduces the advanced experience of the optimization of government functions in the process of establishing civilized cities in Dalian and Baotou, and finally puts forward some suggestions on the establishment of government optimization functions in Wulanchabu. Under the background of the establishment of civilized city, this paper studies the function of government, which has certain theoretical and practical significance for the establishment of civilized city work actively carried out in every region at present. At the same time, it has certain theoretical and practical significance for the transformation of government function under the new situation, the effective construction and the rule of law. Responsibility and service-oriented government play an active role.
