摘 要
随着社会经济发展速度的进一步增快，国家对能源的需求也越来越多。多年经济社会发展，使化石能源被不断开发，其不可再生性使能源压力逐渐累加。同时，日趋严重的环境污染也被国家和社会所重视，对经济社会发展和民众生活产生了重大消极影响。在这种情况下，新能源为人们所重视。光伏产业作为新能源的重要组成部分，有着广泛的开发前景，受到政府部门的大力支持。本文以WX市光伏发电为例，深入分析地方政府新能源产业补贴政策，在当前情况下，为了提高市场对光伏产业发展潜力的认识、提高光伏产业的市场竞争力，有着非常积极的作用和价值。全文共分为五个部分:首先是绪论，主要包括选题缘由，，研究意义和目的，国内外相关研究综述，所运用的研究方法等。其次是地方新能源产业补贴政策概述，包括地方新能源产业补贴政策的概念,特点，形式和建构等理论基础，以WX 市光伏产业为例分析地方新能源补贴政策等内容。第三，地方新能源产业补贴政策存在的问题、不足和产生的原因。问题主要包括公共部门光伏产业补贴政策力度不足、补贴政策在公共领域的系统性不足和补贴政策在现实中实施效率不足。原因则是补贴政策公共监督执行力度不足、地区性公共补贴政策内容缺乏深入研究和贴政策公共部门执行政策不到位决。第四，是促进地方新能补贴政策健康发展的对策建议。为消除政府补贴对光伏产业可能带来的不利影响，促进光伏产业的健康发展，提高光伏产业企业市场竞争力和利润，确保WX市清洁能源政策的顺利推行，今后可以从重视公共部门管理补贴政策实施程序效率、持续强化公共管理对补贴政策使用效率和科学提升补贴政策公共部门资金退出效率等三个方面。第五是结论，阐述此次研究的整体结论，对未来研究趋势进行预测和分析，收束全文。整体来说，本文结合国家政策和WX市实际情况，以公共管理为主要视角，提出完善WX市光伏产业补贴政策的建议和措施，为促进WX市光伏产业补贴政策的管理能够做出积极贡献。这对于解决当前地方政府新能源产业补贴政策管理中存在的问题具有一定参考价值。
