浙江民营影视发展的政策动因研究

【摘要】：随着非公有制经济的出现,民营经济日益活跃,影视业正在向产业化方向发展,民营资本在我国影视产业发展变迁过程中扮演着越来越重要的角色。民营影视企业的进入将带来具有竞争性和创造力的传媒运作模式,而影视文化产业的发展路径离不开政策在市场准入、金融支持、配套设施建设等方面的引导。随着影视业向产业化方向发展,民营影视企业应该有相对独立的发展空间。现阶段各民营影视机构都在积极地探索各自的发展路线,民营影视业对政策变化和政治风向的敏感性又特别强,本文主要利用文献分析和案例分析的方法,通过对政策的梳理和解读,以浙江民营影视业为切入点,判断中国民营影视在当下的处境以及未来的走向,为该行业取得更好的发展提供相应思路。本文主要分为四部分,第一部分阐述了改革开放以后,影视行业市场准入、制片播映等领域的政策变迁因素对民营资本与影视产业融合过程的影响,以及浙江民营影视产业在准入政策放宽影响下的发展概况。第二部分概括了民营影视业的投融资方式以及浙江民营影视业投融资政策环境,继而分析浙江民营影视产业投融资的瓶颈,并提出优化投融资政策服务的建议。第三部分针对央视频现主旋律“浙剧”的现象,解析其存在的现实意义,并从浙江在民营影视人才培养、影视园区、基地建设的扶持政策加以阐释。第四部分则主要是从立足于民族性和产业性探讨如何优化影视内容,及对浙江民营影视业的发展作出一些展望。浙江省正在着力走出一条具有时代特征和浙江特色的影视发展道路,实现影视市场从以国内发展为主向统筹国内国际发展转变,建成与浙江经济社会发展水平相适应的的影视强省。浙江民营影视正在面对一个崭新激烈的国际影视产业竞争环境,如何担当文化责任,如何利用影视政策增强实力扩大影响力值得探讨。
[Abstract]:With the emergence of non-public economy, the private economy is increasingly active, the film and television industry is developing towards industrialization, private capital plays a more and more important role in the process of the development and change of China's film and television industry. The entry of private film and television enterprises will bring a competitive and creative mode of media operation, and the development path of film and television culture industry can not be separated from the guidance of policy in market access, financial support, supporting facilities construction and so on. With the development of film and TV industry to industrialization, private film and television enterprises should have relatively independent development space. At the present stage, all the private film and television organizations are actively exploring their respective development routes, and the private film and television industry is particularly sensitive to policy changes and political trends. This paper mainly uses the methods of literature analysis and case analysis. Through combing and interpreting the policy, taking Zhejiang private film and television industry as the breakthrough point, judging the current situation and the future trend of China's private film and television, and providing the corresponding thinking for the better development of the industry. This paper is mainly divided into four parts. The first part expounds the influence of the policy changes in the field of market access, production and broadcasting of the film and television industry on the process of the integration of private capital and the film and television industry after the reform and opening up. And Zhejiang private film and television industry in the access policy under the influence of the development of the general situation. The second part summarizes the investment and financing mode of private film and television industry and the investment and financing policy environment of Zhejiang private film and television industry, then analyzes the bottleneck of investment and financing in Zhejiang private film and television industry, and puts forward some suggestions for optimizing the investment and financing policy service. The third part aims at the phenomenon of "Zhejiang Opera" which is the main melody of CCTV frequency, analyzes the realistic significance of its existence, and explains the supporting policy of Zhejiang Province in the cultivation of private film and television talents, film and television park and base construction. The fourth part mainly discusses how to optimize film and television content based on nationality and industry, and makes some prospects for the development of Zhejiang private film and television industry. Zhejiang Province is trying to find a way of film and television development with the characteristics of the times and Zhejiang, and realize the transformation of the film and television market from focusing on domestic development to coordinating domestic and international development. Build the level of economic and social development in Zhejiang to adapt to the film and television strong province. Zhejiang private film and television industry is facing a new and fierce international film and television industry competition environment, how to assume cultural responsibility, how to use film and television policies to enhance the strength of the expansion of influence is worth discussing.
