国外动漫产业的发展和投资与对中国的政策建议

【摘要】：改革开放以来,动漫作品不仅在近十年来的文化产业发展中展现了独自的魅力,而且它所带来的经济效益、所推动的动漫产业链新型业态与运作管理的变革,都对文化产业改革发展起到了举足轻重的作用。同时,我国动漫产业还积极与美、日、韩以及港澳台地区进行文化交流,与世界动漫发展潮流密切相关,从一个侧面反映了中国动漫产业对外开放,走出国门,与世界动漫作品争奇斗艳的矫健步履。作为一种新的产业经济形态,当前我国动漫产业还处于发育期,还不够成熟,与发达国家相比还存在着相当大的差距。尤其是动漫产业作为一个高投入、高风险的行业,巨大的投资规模不是一般企业所能承担的。其次,我国动漫产业的盈利模式还很不成熟,大多数动漫企业经营效益不高,处境困难。动漫产业的这种困境,导致对其投入严重不足,极大影响了我国动漫产业的正常发展。 2009年9月,国务院颁布了《文化产业振兴规划》,这标志着发展文化产业已经被提升到了国家战略高度。在党的十七大报告中,中央已经把“提高国家文化软实力”上升到了国家战略的高度,动漫产业的建设和发展已经成为社会主义文化建设的重要任务。在2011年10月召开的中共十七届六中全会上,又提出了2020年文化改革发展奋斗目标,做出了大力发展社会主义文化产业、建设文化强国的战略部署,为包括动漫产业在内的中国文化产业发展开辟了广阔的前景。通观我国文化产业发展速度、产业格局、发展趋势,可以预见未来十年将是中国文化产业发展的黄金时期,把握未来趋势和商机显得尤为重要。在国际文化企业巨头竞相在中国厉兵秣马的时刻,新媒体企业的融合、整合、做大做强已刻不容缓。以此为契机,必须加强完善我国的动漫产业投资融资体系,加大对动漫产业投资融资的支持力度,尽快扭转目前的落后局面,以促进我国动漫产业乃至整个文化产业的健康发展。因此,从理论上对动漫产业的投资融资问题进行研究,就对我国动漫产业发展具有重要的理论意义和实际价值。本文在对动漫、动漫产业定义和特点科学解析的基础上,详细阐述了动漫产业投资的定义、特点,并结合美国、日本、韩国这三个动漫产业强国的发展历程、特点和投资经验,分析论述了中国动漫产业的现状、存在的问题以及改革、发展的政策措施。全文共分四章,各章具体内容如下：第一章,绪论。在说明本文的选题背景、研究的理论意义和实际价值的基础上,介绍了动漫产业发展的相关理论,概括了国内外关于动漫产业研究的现状,说明了本文的创新与不足。第二章,国外动漫产业的发展与特点。在对动漫及动漫产业进行概念界定的基础上,分别论述了美国、日本动漫产业的发展,说明了其发展的特点和面临的问题。第三章,国外动漫产业的投资现状和经验。在对动漫产业投资进行概念界定和特点分析的基础上,分别论述了美国、日本、韩国动漫产业的投资机制,说明了其动漫产业投资的不同特点。第四章,中国动漫产业的现状和前景。首先介绍了中国动漫产业的现状,分析了中国动漫产业所具有的优势、投资环境以及存在的问题；其次,具体分析了《喜羊羊与灰太狼》这部动画取得的成绩以及成功的原因；最后,分析了中国未来动漫产业的前景,并提出了一些促进动漫产业发展的对策和建议。本文在研究和写作的过程中,笔者没有全方位地探究动漫产业各个环节所出现的问题,而是抓住重点,从投资和产业链的角度对中国动漫产业进行了更为细致的分析,研究了动漫产业投资和产业链的问题,分析了动漫产业的投资特点、产业链构成、市场空间和未来发展趋势,对我国扩大动漫产业投资、完善产业链、推进动漫产业发展,提出了有针对性的政策建议。笔者认为,中国动漫产业发展模式转型与结构调整都有赖于改革开放的全面深化。立足“十二五”时期,努力实现从动画大国到动漫强国的跨越,这要求我们更加关注效益和效率,而非数量和速度。为此,笔者建议,要将思路从加快动漫产业“增长”转到加快动漫产业“发展”模式转型上来,从数量型、速度型、外延式增长转轨到质量型、效益型、内涵式发展,从结构调整中获得新的发展动力,全面把握动漫产业的各个换阶段内在联系,移动慢创意为核心构建产业自我型发展的内生机制和相互支撑的动漫产业版权价值链,最终实现动漫产业的全面协调可持续发展。由于目前国内在动漫产业投资这一领域的研究较少,资料匮乏,加之笔者理论基础薄弱,对动漫产业和动漫产业投资的相关知识了解不多,能力和时间都有限,因此,文中对一些问题的论述过于简单,不够深入,不够全面,需要在今后的研究中进一步学习和努力。

The speed of development of cultural industry, the pattern of industry and the trend of development can foresee that the next ten years will be the golden period for the development of Chinese cultural industry, and it is particularly important to grasp the future trend and business opportunities.
At the moment when the international cultural enterprise giants compete in China, the integration, integration and strengthening of the new media enterprises are urgent. In this regard, we must strengthen our country's animation industry investment and financing system, increase the support for investment and financing of the animation industry, and reverse the current backward situation so as to promote China's movement. Therefore, the research on the investment and financing of the animation industry in theory is of great theoretical and practical value to the development of the animation industry in China.

In the process of research and writing, the author does not fully explore the problems arising from the various links of the animation industry, but holds the focus, and makes a more detailed analysis of the Chinese animation industry from the perspective of investment and industry chain, studies the problems of the investment and industrial chain of the animation industry, and analyzes the investment characteristics of the animation industry.
