森林养生基地建设评价体系构建研究

【摘要】:截止2017年3月,我国共有24个森林养生基地,国家林业局森林公园管理办公室审批了 9个森林养生基地,中国林业产业联合会森林休闲体验分会审批了 15家单位为森林养生基地。我国森林养生的发展,是林业产业结构的转型升级,带动相关产业发展,与时代发展相呼应,在绿色发展的今天,生态文明发展的今天,森林养生业发展潜力巨大。由于历史的沉淀的问题和不足,在快速发展的同时出现了参差不齐的问题亟待解决,在森林养生基地建设评价方面,国内尚未形成完整的理论技术体系。针对此问题,笔者通过实地调研、专家咨询、资料查阅,阅读、归纳了大量关于森林养生基地方面的国内外文献,更加明确了森林养生基地建设评价体系建设的必要性和重要性,本文的选题旨在研究科学的评价标准,可靠地评价标准是森林养生基地建设的导向标。本文梳理了森林养生概念和国内外森林养生的现状以及关于森林养生因子的的研究。在此基础上提出了我国森林养生基地等级评价指标体系和相关标准,运用Matlab软件运行FAHP程序,计算了各指标权重,做出了专家打分表。本文主要内容和创新点如下:第一,我国森林养生基地建设的评价体系尚属空白,本文最大的创新点就是在该领域进行了探索,并做出了评价体系和专家打分表,评价体系是森林养生基地建设的参考依据。第二,我国森林养生基地建设评价标准主要通过四个步骤完成:(1)采用专家咨询法和调查问卷法确定森林养生基地的评价内容和评价指标,做成体系;(2)采用模糊层次分析法和专家咨询法相结合确定评价因子权重;(3)以权重分布为主要依据,设置评价分数表即打分表,对森林养生基地的建设分为五种评价。第三,在指标层中,40个指标因子中,权重排在前10的有:舒适度美学价值森林覆盖率地文资源水文资源空气细菌生物景观资源生物多样性人文资源资源组合度,权重为:0.0517771530.0456985930.0406308020.0405436350.0389450380.0387980380.0374120250.0361960930.0331690920.030603531。舒适度的权重最高,在指标权重的比较中发现,指标权重值的差别不大,可以推断森林养生基地综合森林各方面条件和资源才具备人类参与养生的能力。第四,通过问卷调查法、专家打分法等方式对福建旗山森林养生基地进行评价,旗山森林养生基地,为良好等级的森林养生基地,进一步完善后可作为其他森林养生基地建设的典范。第五,对福建旗山森林养生基地建设优势和劣势分析并提出了意见和建议。主要从生物资源丰富、景观资源多样化、符合时代发展的契机与发展潜力巨大等四点分析了优势。劣势分析主要从养生从业人员、生态环境、相关宣传、合作交流、示范基地建设等方面进行论述并针对性的对没点提出了意见和建议。
[Abstract]:As of March 2017, there are 24 forest health bases in China. The Forest Park Management Office of the State Forestry Administration has approved 9 forest health bases. China Forestry Industry Federation Forest Recreation experience Branch approved 15 units for forest health base. The development of forest health preservation in China is the transformation and upgrading of forestry industrial structure and the development of related industries, which is in line with the development of the times. Today, with the green development and the development of ecological civilization, the development of forest health industry has great potential. Due to the problems and deficiencies of historical sedimentation, there are many problems to be solved at the same time of rapid development. In the evaluation of forest health base construction, a complete theoretical and technical system has not been formed in our country. In order to solve this problem, the author summarized a large number of domestic and foreign literature on forest health base through field investigation, expert consultation, reference and reading. The purpose of this paper is to study the scientific evaluation standard, which is the guiding standard of forest health base construction. This paper reviews the concept of forest health, the present situation of forest health at home and abroad, and the research on forest health factors. On this basis, the evaluation index system and related standards of forest health base grade in China were put forward. The FAHP program was run with Matlab software, the weight of each index was calculated, and the expert scoring table was made. The main contents and innovations of this paper are as follows: first, the evaluation system of forest health base construction in China is still blank. The greatest innovation of this paper is to explore the field, and make the evaluation system and expert scoring table. The evaluation system is the reference basis for the construction of forest health base. Second, the evaluation criteria for forest health base construction in China are mainly completed in four steps: 1) expert consultation and questionnaire method are used to determine the evaluation content and evaluation index of the forest health base. The weight of evaluation factors is determined by the combination of fuzzy analytic hierarchy process and expert consultation. Based on the weight distribution, the evaluation score table is set up, and the construction of forest health base is divided into five kinds of evaluation. Third, in the index layer, the weight of 40 index factors in the top 10 are: comfort aesthetic value of forest cover land resources, hydrological resources, air, biological landscape resources biological diversity of human resources combination degree, weight is 0.0517771530.045456930.0406308020.0303080303080303020.305430389450383879803838383838383741202530303030.03333909020.030303531. The weight of comfort is the highest, in the comparison of index weight, the difference of index weight value is not big, we can infer that the comprehensive forest conditions and resources of forest health base have the ability of human being to participate in health preservation. Fourthly, by means of questionnaire survey and expert scoring method, the paper evaluates the Qishan Forest Health Base in Fujian Province, which is a good grade forest health base. After further improvement can be used as other forest health base construction model. Fifth, the advantages and disadvantages of the construction of Qishan Forest Health Base in Fujian Province are analyzed and suggestions are put forward. The advantages are analyzed mainly from four aspects, such as rich biological resources, diversified landscape resources, the opportunity to meet the development of the times and great development potential. Inferiority analysis mainly from the health practitioners, ecological environment, related publicity, cooperation and exchange, demonstration base construction and other aspects of the discussion and targeted to put forward suggestions and suggestions.
