西安市立体绿化现状及对策研究

【摘要】:随着城市化进程的加剧,城市人口迅猛增长,全国工业化快速发展,环境污染问题越来越严重,对政府人员和城市居民来说已成为一个首要解决的难题。然而我国的城市面积随着城镇化加剧也变得越来越少,城市地面上的绿化发展空间也变得越来越有限,用扩大地面绿化用地面积来改善城市生活环境也已变得不可能,面对这样的环境压力我们必须去开发新的绿化方式来改善环境污染问题。立体绿化是对建筑物的竖向和横向进行多形式、多层次的一种绿化形式,对改变环境污染问题起非常重要的作用。因此实施城市立体绿化是缓解城市污染问题、增加城市绿地面积,提高城市绿化覆盖率最有效的措施。陕西省西安市是典型的西北城市,城市绿化覆盖率低,城市环境问题相当严峻。近年来西安市委、市政府以创建“国家园林城市”为目标,深入组织开展了“绿满西安、花映古城、三年植绿大行动”工作,经过几年的探索和总结,在2009年10月,提出了立体绿化概念并且在2010年5月西安市获得了国家园林城市称号,由此可见西安在2010年以前的绿化成果就得到了一定的认可。然后陕西省第十二届人民代表大会常务委员会第八次会议又批准了《西安市城市绿化条例》并在2014年6月1日实施,该《条例》鼓励大型公共建筑等进行立体绿化、屋顶绿化等立体绿化。在这一时机大力推广立体绿化是极其重要和必要的。但是现在很少人对西安立体绿化的发展现状和方向做出总结。本课题正是为了填补这个空缺,在正确认识立体绿化理论的基础上,通过对西安立体绿化现状的综合分析及具体实例,找出西安立体绿化存在的问题,并针对这些问题提出了合理的建议和对策。希望此调研能够为西安立体绿化的理论和实践添砖加瓦,为把西安建设成为生态、社会、经济高度统一的绿色城市提供可以借鉴的资料。
[Abstract]:With the intensification of urbanization, the rapid growth of urban population, the rapid development of national industrialization, environmental pollution problem is becoming more and more serious, for government personnel and urban residents have become a primary problem to solve. However, with the intensification of urbanization, the urban area of our country has become less and less, and the space for the development of urban greening on the ground has become more and more limited. It has become impossible to improve the urban living environment by expanding the area of green land on the ground. In the face of such environmental pressure, we must develop new ways of greening to improve the problem of environmental pollution. Three-dimensional greening is a kind of multi-form and multi-level greening of buildings, which plays a very important role in changing the environmental pollution. Therefore, it is the most effective measure to alleviate the pollution problem, increase the green space area and increase the coverage rate of urban greening. Xi'an is a typical northwest city with low coverage of urban greening and severe environmental problems. In recent years, the Xi'an Municipal Party Committee and the Municipal Government have organized and carried out the work of "Green Man Xi'an, Hua-ying Ancient City, three years of Green planting Action" with the goal of creating a "National Garden City". After several years of exploration and summing up, in October 2009, The concept of stereoscopic greening was put forward and Xi'an was awarded the title of National Garden City in May 2010. It can be seen that Xi'an 's greening achievements before 2010 have been recognized to a certain extent. Then, at the eighth meeting of the standing Committee of the Twelfth people's Congress of Shaanxi Province, the regulations on Urban Greening of Xi'an City were approved and implemented on June 1, 2014. The regulations encourage large-scale public buildings to carry out three-dimensional greening. Roof greening and other three-dimensional greening. It is extremely important and necessary to popularize stereoscopic greening at this time. But now very few people to Xi'an three-dimensional green development present situation and the direction to make the summary. This topic is to fill this vacancy, based on the correct understanding of the theory of three-dimensional greening, through the comprehensive analysis of the present situation of three-dimensional greening in Xi'an and concrete examples, to find out the existing problems of three-dimensional greening in Xi'an. Some reasonable suggestions and countermeasures are put forward to solve these problems. It is hoped that this research can contribute to the theory and practice of three-dimensional greening in Xi'an and provide reference materials for the construction of Xi'an as a green city with high unity of ecology, society and economy.
