教育“规划纲要”视野中的中国当代艺术职业教育

【摘要】：《国家中长期教育改革和发展规划纲要(2010-2020)》高度重视包括艺术职业教育在内的各类职业教育,强调职业教育是面向全社会、面向所有人的教育,对于促进经济发展和社会进步等多项关乎国计民生的基本问题具有重要的基础性作用。"规划纲要"对于思考艺术职业教育的现状提供了宏观、前瞻的视野,是我们思考艺术职业教育改革与发展工作的路径与指针。文章分别从教育"规划纲要"的要义是"以改革促发展"和艺术职业教育应正确处理的十大关系两个方面展开论述。教育"规划纲要"包涵有"中长期"和"改革和发展"两个明确的指认,强调"以改革促发展",其中包括了努力解决两个"不适应"以全面提高国民素质,改变两个"不适应"要正视"三大矛盾",关于"能力不足"、"资源短缺"和"体制机制约束",教育改革必须确立"育人为本"的观念,发展职业教育的总体思路,职业教育的发展模式创新这六个主要问题。艺术职业教育不同于素质教育视野中的艺术熏陶。在"规划纲要"的宏观视野和发展职业教育的总体思路中,本文认为当下的艺术职业教育应正确处理通识教育与职业教育、终身教育与就业教育、传承教育与创新教育、实验教育与实用教育、自律教育与他律教育、学理教育与技能教育、课堂教育和实践教育、共性教育与个性教育、立场教育与视野教育、统编教育与特色教育这十大关系。应当说,"纲要"的出台,对于职业教育给予了高度重视。在"纲要"这样的大视野中,相信当代中国的艺术职业教育也会有更大的机遇和更大的发展。
[Abstract]:"National medium and long term education reform and development plan outline (2010-2020) > > attaches great importance to all kinds of vocational education, including art vocational education. It emphasizes that vocational education is the whole society, education for all people, and has an important basic role in promoting the economic development and social progress, such as the basic problems of the people's livelihood. The "program outline" provides a macro and forward-looking vision for thinking of the present situation of art vocational education. It is the path and pointer to think about the reform and development of the art vocational education. The article from the "plan outline" of education is the ten relationship between two aspects: "reform and development" and "art vocational education" should be dealt with correctly. The program outline of education includes two clear indications of "medium and long term" and "reform and development", emphasizing "reform and development", which includes efforts to solve two "inadaptable" to improve the quality of the people in an all-round way, and to change the two "inadaptable" to face the "three contradictions", "lack of capacity", "shortage of resources" and "institutional mechanism constraints", and education. The reform must establish the concept of "educating people as the base", developing the overall thinking of vocational education and the innovation of the development mode of vocational education. The art vocational education is different from the artistic edification in the vision of quality education. In the macro vision of the "program outline" and the general idea of developing vocational education, the present artistic job is considered in this paper. Industry education should correctly handle general education and vocational education, lifelong education and employment education, inheritance education and innovation education, experimental education and practical education, self-discipline education and heteronomy education, academic and skill education, classroom and practice education, common education and personality education, standpoint education and visual field education, and the compilation of education and characteristics Education of these ten relations. It should be said that the "Outline" of the introduction of vocational education has given high attention. In the "Outline" of such a large field of vision, it is believed that the contemporary Chinese art vocational education will also have greater opportunities and greater development.
