中国少数民族语言传承的政策研究

【摘要】:少数民族语言是我国拥有该少数民族语言人民群众的重要信息和思想交流工具,是该民族独特思维方式以及民族心理的重要体现,承载着该民族特有的民族文化,蕴含着该民族深厚的民族情感,往往是该民族文化遗产和文化精髓的集中体现,也是中华民族优秀文化的重要组成部分,少数民族语言的传承与发展意义重大。然而,我国少数民族语言传承在迎来难得历史发展机遇的同时,也在正面临着前所未有的挑战。如何从国家政策的高度审视我国少数民族语言传承问题,进而从国家政策创设、完善和执行的角度,借助国家政策的保护、扶持和促进来破解我国少数民族语言传承的困局,是一个亟待研究和解决的重大理论和实践问题。 针对以上重要问题,本论文在以往研究成果的基础上,首先以文献分析的方法通过对已有语言本质理论的探讨与分析,阐明了笔者对语言本质的实践人文文化论观点,之后结合对文化、民族等重要概念的重新认识,以语言实践人文文化论的视角论述了少数民族语言传承的政策诉求。进而本文概括性地回顾和梳理了中华人民共和国建立前后我国少数民族语言传承相关重要政策,并对以上两阶段少数民族语言传承相关政策的所呈现的特征进行了概要性分析。接下来,本研究运用田野调查的方法对少数民族语言传承的现实状况进行了实地调查研究,在取得较为翔实丰富数据的基础上,本研究运用统计分析的方法对少数民族语言传承相关政策的成效进行了较为深入全面的分析,通过综合运用文本分析、实证分析的方法对少数民族语言传承相关政策所存在的缺失进行了归因分析,力求探明影响少数民族语言传承的政策性因素。最后,本研究以语言实践人文文化理论为依据,结合理性选择理论、符号互动理论、功能主义理论等三大社会理论,对少数民族语言传承的政策导向原则进行了较为深入全面的探讨,并结合以上理论针对少数民族语言传承政策导向提出了较为具体的政策性建议。 第一章:绪论。本部分主要论述了选题背景及缘起、选题目的及意义,综述了与少数民族语言传承相关的研究成果,阐述了本研究的理论基础及研究方法,设计了本研究的主要内容及思路框架,明确了本研究的重点与难点,最后指出了本研究的主要创新点,现存不足及今后的研究设想。 第二章:从语言本质看少数民族语言传承的政策诉求。本部分通过对现有典型语言本质理论的述评,结合对文化、民族等重要概念的重新认识,提出并阐明了笔者语言实践人文文化论的观点,进而运用实践人文文化论的观点对少数民族语言传承的政策诉求进行了深入探讨。 第三章:我国少数民族语言传承相关政策发展历程概览。本部分主要对中华人民共和国成立以前及建国以来我国少数民族语言传承相关政策进行了概括性回顾与梳理,勾勒出我国少数民族语言传承相关政策的发展历程,并对呈现特征了概要性分析。 第四章:少数民族语言传承相关政策成效分析。本部分在对我国语言使用状况及市场经济条件下少数民族语言传承基本态势认识的基础上,运用统计分析的方法对少数民族语言传承的现实状况进行了实证分析。 第五章:少数民族语言传承相关政策成效归因分析。本部分主要通过政策文本分析及少数民族语言传承现实状况的深入分析,探讨了民族学校民族语文教学和双语教学、民族学校教学评价与升学考试、教师及公务员等公职考试和录用、干部选拔与职称评审、全国研究生入学考试等诸领域所存在的影响和制约少数民族语言传承的政策性因素。 第六章:少数民族语言传承政策导向探讨。本部分基于语言实践人文文化本质理论及理性选择理论、符号互动理论、功能主义理论等三大社会理论对少数民族语言传承政策导向原则进行了较为全面深入的探讨,最后针对少数民族语言传承政策导向提出了较为具体的政策性建议。 结语。本部分主要对本论文所做的理论与实践探索情况进行了概括性总结,进一步指明了本论文的创新之处并表明了本论文对研究主题的基本看法。 本研究的创新之处,一是在于在对语言本质理论的探讨与分析的基础上提出并阐明了语言实践人文文化论的观点,并以此为视角,结合理性选择理论、符号互动理论、功能主义理论等三大社会理论对少数民族语言传承的政策诉求及少数民族语言传承政策导向原则进行了理性探讨。二是通过实地调查研究及数据统计分析对少数民族语言传承现实状况进行了反映和揭示并深入探讨和分析了影响和制约少数民族语言传承的各方面政策性因素。三是结合理性分析与实证研究,针对相关具体问题提出了促进少数民族语言传承,有助于实现我国语言和谐、健康发展的政策性建议。
[Abstract]:The minority language is China has the minority language people's important ideas and information communication tool, is a unique way of thinking of the nation and an important embodiment of national psychology, bearing the unique culture of the nation, the nation contains a profound national sentiment, often is the embodiment of national cultural heritage and cultural essence also, Chinese culture is an important part of the minority, significance of inheritance and development of national language. However, language inheritance of ethnic minority in China ushered in a rare historical opportunity for development at the same time, is also facing challenges hitherto unknown in the front. How to examine the language inheritance of ethnic minorities in China from the national policy level, and then from the the creation of national policy, improvement and implementation point of view, with the protection of national policy, to support and promote the inheritance of minority language to solve our country's dilemma, It is an important theoretical and practical problem to be studied and solved urgently.
In view of the above problems, this paper on the basis of previous research findings, the literature analysis method to first through the discussion and analysis of the existing nature of language theory, the author clarifies the essence of language practice humanistic culture theory, after the combination of culture, ethnic and other re understanding of the important concepts in language practice, from the perspective of the humanities the theory of culture discusses policy demands the inheritance of ethnic languages. Then the paper briefly reviews the People's Republic of China before and after the establishment of China's ethnic minority language inheritance related policy, and on the two stage of the inheritance of ethnic languages related policies presented by the characteristics of the outline analysis. Then, this study uses the fieldwork method the current status of the inheritance of ethnic languages of the field survey and research, in obtaining more detailed data on the basis of the rich, This research uses the statistical analysis method is analyzed comprehensively on the inheritance of ethnic languages related to the effectiveness of the policy, through the integrated use of text analysis, lack of empirical analysis which exists on the inheritance of ethnic languages related policies on the attribution analysis, tries to find the policy factors influencing the inheritance of ethnic languages. Finally, in this study, language practice as the basis of humanistic culture theory, combined with rational choice theory, symbolic interaction theory, functionalism theory of three social theory of the inheritance of ethnic languages of the policy oriented principle is discussed comprehensively, combined with the above theory for the minority language inheritance policy oriented policy recommendations put forward more specific.
The first chapter is introduction. This part mainly discusses the background and origin, purpose and significance of the topic, summarizes the research achievements related to the inheritance of ethnic languages, expounds the theoretical basis and research methods of this study, the design of the main content of this research and the framework, a clear focus and the difficulty of this research, finally it points out the main innovations of this study, the existing problems and future research ideas.
The second chapter: the policy demands of minority language inheritance from the essence of language. This part of the review of the existing typical nature of language theory, based on the re understanding of the important concept of national culture, etc., it puts forward the viewpoint of humanistic culture on language practice, and Practice on the viewpoint of humanistic culture demands on policy the inheritance of ethnic languages is discussed.
The third chapter: China's ethnic minority language inheritance related policy development overview. This part of People's Republic of China was established before and since the founding of the Chinese minority language Heritage related policy summarizes and combs, outlines the development process of China's minority languages from the relevant policies, and analysis of the characteristics of the summary.
The fourth chapter: the inheritance of ethnic languages related policy analysis. In this part of the market economy of our country and the use of language under the inheritance of ethnic languages based on the understanding of the basic situation, with the method of statistical analysis on the situation of minority language heritage in the empirical analysis.
The fifth chapter: the inheritance of ethnic languages related to the effectiveness of the policy of attribution analysis. This part mainly through the in-depth analysis of policy text analysis and inheritance of ethnic languages of the reality, discusses the national minority language school teaching and bilingual teaching, teaching evaluation and examination of national schools, teachers and civil servants, public examination and employment, cadre selection and evaluation the policy factor, the national postgraduate entrance examination and other areas are affected and restricted the inheritance of ethnic languages.
The sixth chapter: Discussion on the inheritance of ethnic languages. In this part, policy oriented language practice humanistic culture essence theory and rational choice theory based on symbolic interaction theory, functionalism theory of three social theory of minority language inheritance policy oriented principle has carried on a more comprehensive and in-depth discussion, and finally puts forward some policy suggestions for more specific the inheritance of Ethnic Languages policy.
Conclusion: this part mainly summarizes the theoretical and practical exploration of this thesis, and further points out the innovation of this paper, and indicates the basic view of this research topic.
The innovation of this research, one is based on the discussion and analysis of the essence of language theory is put forward on the language and expounds the practice view of humanistic culture theory, and based on this perspective, combined with rational choice theory, symbolic interaction theory, functionalism theory theory of three social policy demands of minority language inheritance the inheritance of ethnic languages and policy oriented principle of rational inquiry. The two is through research and survey data of statistical analysis on the inheritance of ethnic languages and reflect the present situation of the reveals and discusses and analyses the influence and restriction of the inheritance of ethnic languages in all aspects of policy factors. The three is a combination of rational analysis and empirical research. According to the specific issues related to put forward to promote the inheritance of ethnic languages, contribute to the realization of China's language harmony, healthy development of policy recommendations.
