我国新媒体传播伦理规范建设的现状及出路

【摘要】：随着通信技术的不断革新,新媒体传播的迅猛发展,越来越多的新技术、新变革正在逐步影响着我们的社会,改变我们的生活。近年来,新媒体的泛娱乐化、舆论倒灌趋势等特征日趋明显,一些诸如网络谣言、舆论暴力等传播伦理问题也随之加重,给我们的网络及现实生活蒙上了一层阴霾。为了掀开这层迷雾,本文对我国当前新媒体传播伦理规范建设的措施进行了系统梳理,同时结合传播学、伦理学等基础理论及英、美、日、韩等国在该领域的规制实践,深入总结了我国当前新媒体传播伦理规范建设的特点及不足。笔者认为,我国目前已初步形成了由政府主导,法制结构、行业自律、行为教育以及技术手段同步推进的新媒体传播伦理规制框架,但由于法律、自律体系不够成熟,行为教育及舆论引导机制未完全建立等问题,未能取得其应有的实际效果。在此基础上,本文有针对性的提出了建立新媒体传播专门法、明确行业自律中政府定位、校园社区联动提升未成年人网络行为教育等具体化建议,以便平衡我国新媒体传播的自由与规范,维护好网络传播秩序的健康稳定,同时加快融入信息传播的全球化进程。
[Abstract]:With the continuous innovation of communication technology, the rapid development of new media communication, more and more new technologies, new changes are gradually affecting our society, changing our lives. In recent years, new media entertainment. The trend of public opinion pour is becoming more and more obvious, some such as network rumors, public opinion violence and other communication ethical issues are also aggravated, giving our network and real life a layer of haze. In order to open this fog. In this paper, the current new media communication ethics construction measures are systematically combed, combined with the communication theory, ethics and other basic theories and the British, American, Japan, South Korea and other countries in the field of regulation practice. This paper summarizes the characteristics and shortcomings of the construction of new media communication ethics in China. The author believes that China has initially formed a government-led legal structure industry self-discipline. Behavioral education and technical means of simultaneous promotion of the new media communication ethics regulatory framework, but due to the law, self-discipline system is not mature, behavior education and public opinion guidance mechanism is not fully established and so on. On the basis of this, this paper puts forward the establishment of a new media communication special law, to clarify the position of the government in the industry self-discipline. In order to balance the freedom and norms of new media communication and maintain the health and stability of network communication order, the campus community linkage to promote the network behavior education of minors and other specific suggestions, in order to balance the freedom and norms of new media communication in China. At the same time, speed up the integration of information dissemination of the globalization process.
