我国省级社科成果奖信息获取障碍与对策研究

【摘要】：随着大数据时代的到来,人们已经逐渐意识到数据正在成为一种基础性战略资源改变着我们的生产生活和社会组织方式,只有提高数据的开放和共享程度才能顺应时代的发展要求。理想状态下的数据开放获取指的是公众可以毫无障碍地获取各类不涉及隐私机密的信息资源,充分享受数据开放所带来的便利。但是在实际情况中,由于数据种类繁多、缺乏统一发布平台、数据公开格式不标准等现实原因的影响,公众真正零障碍地获取所需的数据资源仍然存在着一定困难。省级社会科学优秀成果奖(以下简称社科成果奖)作为我国省级科研成果的奖励,是对我国专家学者所从事哲学社会科学研究的一种重要检验方式。它的评奖工作一直由各省政府牵头组织并制定省社会科学奖评选实施的细则,成立专门社科评奖委员会来进行评定。通过对专家学者工作成果进行表彰,不仅能够激励他们的研发热情,而且能够促进国家哲学社会科学事业的不断发展创新。随着开放获取的不断发展,省级社科成果奖获奖信息作为数据的一种类型,也应该被纳入到信息公开的范畴中,而不是固步自封将数据都掌握在政府手中,对获奖信息不进行公开,从而导致数据应有的价值无法实现。本文对国内省级社科成果奖获奖信息的公开现状进行调查,总结各省在社科成果奖获奖信息开放获取上存在的障碍。根据存在的障碍提出相应的解决对策来规范科研奖励信息的发布,并提出对获奖信息进行整合,通过构建管理与共享平台来最大限度的发挥数据的价值。本文的主要内容分为以下几部分:1.奖励信息公开现状研究。利用互联网,通过从各省(包括直辖市和自治区)社会科学联合会官网、政府网查找获取历届社会科学优秀成果奖获奖成果信息。通过调查,按照奖励信息的发布渠道、检索难易程度、数据的发布完善程度以及发布格式等来进行现状分析,从宏观上对社会科学优秀成果奖获奖信息的公开现状进行了解,并与政府信息公开情况进行对比,来分析政府信息公开与社科成果奖获奖信息公开上存在的相关性。2.奖励信息开放获取障碍分析。以各省历届社会科学优秀成果奖的获奖信息的发布现状为分析基础,从获奖信息的发布和管理这两个方面来分别研究科研奖励信息开放获取存在的各种障碍。3.对策研究。针对奖励信息在开放获取中存在的问题,从获奖信息的发布和管理上提出相应的解决对策,并提出对获奖信息进行统一的管理与整合设想,使得科研奖励信息能够被更好的利用。
[Abstract]:With the arrival of big data era, people have gradually realized that data is becoming a basic strategic resource, which changes our production and life and the way of social organization. Only by improving the openness and sharing of data can we meet the requirements of the development of the times. Ideally, open access to data means that the public can access all kinds of information resources that do not involve privacy secrets without barriers. Fully enjoy the convenience of data opening. But in the actual situation, due to the variety of data, lack of unified publishing platform, data disclosure format is not standard and other practical reasons. It is still difficult for the public to obtain the required data resources without any obstacles. The Provincial Social Sciences Excellence Award (hereinafter referred to as the Social Science Achievement Award) is the reward of our country's provincial scientific research achievements. It is an important way to test the philosophy and social science research of our country's experts and scholars. Its award evaluation work has been organized by the provincial governments and worked out the detailed rules for the evaluation and implementation of the provincial social science awards. Through the recognition of the work of experts and scholars, not only can stimulate their enthusiasm for research and development. And it can promote the development and innovation of national philosophy and social sciences.
