网络舆情危机形成机理及其治理研究

【摘要】：当前我国正处于全面深化改革的深水区与攻坚期,社会转型发展致使各类矛盾和利益冲突进一步积聚和凸显。随着计算机与网络通信技术的迅猛发展,因各类高频突发事件衍生的新闻报道、网民态度和观点等网络舆情已然成为各种社会现象和问题的晴雨表与放大器,网络舆情危机不断涌现,给政府治理带来极大挑战。如何有效应对和处置网络舆情危机,已成为当前我国政府不可回避的重要任务。网络舆情是公众对一定的社会空间内围绕某些公共事件的发展与变化所持有的态度的一种表现。网络舆情危机就是在网络空间中,多数人支持的舆情形势占据主导地位并对社会造成一定负面影响的现象。网络舆情危机分酝酿潜伏期、加速上升期、稳定成熟期和衰退淡化期四个阶段,在演化过程中受网络媒介环境、社会结构压力、触发性事件以及政府监管等因素的影响,这些因素在网络舆情危机周期各阶段交织作用,推进了网络舆情危机的产生。目前,我国已经开始关注网络舆情危机治理,也存在不少问题,突出的的表现为:公共理性缺失、网络舆情危机治理价值选择不明,制度理性薄弱、网络舆情危机治理制度保障不够,工具理性滞后、网络舆情危机治理技术支撑不足等。网络舆情引发的问题已经引起各级部门的高度重视,并今后一定时间要加强网络舆情危机治理,重点要明确价值选择、完善网络舆情危机治理的制度保障、丰富网络舆情危机治理的工具支撑等层面下功夫。互联网为人们开辟了一个崭新的空间,不论是传统媒体时代,还是新兴的互联网时代,舆论自由是一个无法避开的问题。网络舆情作为科技进步和民主发展相结合的文明成果,已然成为影响公共政策制定的舆情场域。加强政府对网络舆情的正确引导,建立健全网络信息沟通机制,完善网络舆情预警机制,是今后网络舆情危机治理不断深化的重要领域。
[Abstract]:At present, our country is in the deep water area of deepening the reform in an all-round way. The social transformation and development cause all kinds of contradictions and conflicts of interest to accumulate and highlight further. With the rapid development of computer and network communication technology, network public opinion has become a barometer and amplifier of various social phenomena and problems, such as news reports derived from various kinds of high frequency emergencies, attitudes and viewpoints of Internet users. The network public opinion crisis emerges unceasingly, brings the great challenge to the government governance. How to effectively deal with the crisis of network public opinion has become an important task of our government. Network public opinion is a kind of public attitude towards the development and change of certain public events in a certain social space. The crisis of network public opinion is the phenomenon that the public opinion situation supported by most people occupies a dominant position and has a certain negative impact on society in cyberspace. The crisis of network public opinion is divided into four stages: incubation period, accelerating rising period, stable maturity period and declining and desalting period, which are influenced by network media environment, social structure pressure, triggering events and government supervision in the evolution process. These factors interweave in each stage of network public opinion crisis cycle, and promote the emergence of network public opinion crisis. At present, our country has begun to pay attention to the network public opinion crisis management, also has many problems, outstanding performance is: the public rationality lacks, the network public opinion crisis governance value choice is not clear, the system rationality is weak, Network public opinion crisis management system is not enough, tool rationality lags behind, network public opinion crisis management technology support is insufficient. The problems caused by network public opinion have been highly valued by departments at all levels, and the crisis management of network public opinion should be strengthened in a certain period of time, with the emphasis on making clear the value choice and perfecting the system guarantee for the management of network public opinion crisis. Rich network public opinion crisis management tools support and other levels of effort. The Internet has opened up a new space for people, whether it is the traditional media era or the emerging Internet era, freedom of opinion is an unavoidable problem. As a result of the combination of scientific and technological progress and democratic development, network public opinion has become a field of public opinion that influences the formulation of public policy. Strengthening the correct guidance of the government to the network public opinion, establishing and perfecting the network information communication mechanism and perfecting the network public opinion warning mechanism are the important fields of the network public opinion crisis management in the future.
