【摘要】：“三农”问题直接关系到我国农村经济发展、农民生活质量和农业现代化进程,我国作为农业大国,农业相关问题一直得到了党政机关和社会各界的关注和重视。党中央自2004年起至2017年以来,连续十四年发布把“三农”问题作为重点的中央一号文件,“三农”问题已经俨然成为我国现代化建设进程中的重要问题。黑龙江是我国的农业大省,现代农业较发达,有着其他省份无可比拟的农业发展优势和丰富的农业资源。肥沃的黑土地、大范围的机械化作业、规模化经营都是黑龙江省农业的特色之处所在。《黑龙江日报》作为黑龙江省的省级党报,是党和政府的喉舌,肩负着传递党的路线方针政策的重要使命。《黑龙江日报》的“三农”报道直接代表了黑龙江省委和省政府对于“三农”发展的重视程度,也宣示了省委省政府着力改善农村经济发展、提高农民生活水平的决心。《黑龙江日报》2016年“三农”报道数量庞大、体裁丰富并涵盖了大部分农业方面的热点话题。“三农”相关报道较为频繁的出现在日报的各个版面上,几乎全年中每一期报纸都刊登了对“三农”问题的报道或解读。黑龙江作为我国的粮食生产大省,《黑龙江日报》十分关注粮食的生产和销售问题,把粮食的培育、生产、储存和销售问题作为“三农”报道的重点之一。此外,在推进农村经济发展和农业结构调整方面,《黑龙江日报》的相关报道也比较密集。由此可以看出,在传达中央及地方推进农业改革问题上,《黑龙江日报》发挥了充分的主动性和能动性,以较强的专业性和责任感帮助省内各市县进一步推进农业现代化。“精准扶贫”作为近年来的政治热点话题也出现在了日报的各大版面上,在宏观方面,农业方面推进“精准扶贫”是国家倡导的一项重要举措,《黑龙江日报》准确地做到了扶贫政策的上情下达。在细微方面,农村的脱贫问题也是报纸报道的重点问题,倡导农民通过农业技术的学习、农产品的深加工等方式脱贫致富。总而言之,《黑龙江日报》在“三农”报道上呈现出数量稳定、立场鲜明和角度独特等特点,帮助促进农业的建设和发展。《黑龙江日报》坚持“以人为本”的思想理念,在农业增产、农民增收方面给予了诸多方法和对策。重视市场的作用,在报道中突出了市场的资源配置功能,为农产品顺利流向市场指明了道路。在报道中,坚持正确的价值理念是媒体应当具备的素质,《黑龙江日报》“三农”报道关注人自身的生存和发展,是农民生活的“好帮手”;报道站在农民自身的视角审视农业相关问题,是基层群众的“贴心人”;报道同时兼顾市场观念,是农业经济发展的“领路人”。但是《黑龙江日报》的“三农”报道中,也存在着一定的问题和不足之处。基层报道较少、深度报道不够,体裁与编排手段相对单一,缺乏有效的互动平台等都成为了制约《黑龙江日报》“三农”报道进步发展的因素。从实际的角度出发,加强基层调研、丰富深度报道,构建全媒体互动平台和丰富报道形式等方式是《黑龙江日报》新闻工作者应当重点学习的技能,也是报纸今后改革发展的必由之路。总之,《黑龙江日报》作为黑龙江省的省级党报,也是黑龙江省重要的新闻媒体,在当今激烈的竞争环境下要担当起政治责任和社会责任,发挥好媒体的议程设置作用、明确自身的价值立场并把握好正确的舆论导向,及时捕捉到时代环境下的“三农”热点问题。
