河南市县政府门户网站现状与提升策略研究

【摘要】：随着我国电子政务的发展,高效、便捷、科学的政府网站能够提高政府工作效率、完善政府职能,同时树立起当地政府的良好形象,提高政府在民众心中的权威性、亲和力。政府门户网站是政府其他网站的典范,对服务型政府的建设有着重要的推动作用。在信息化社会中,民众主动获取信息的能力不断提高,地方政府须认识到这种变化,及时对政府门户网站进行改版升级,顺应技术更新的趋势和民众的要求,将新技术积极运用到网站建设之中。今日之河南处在发展的关键时期,经济、文化实力不断提高,急需吸纳人才、招商引资。河南各级政府门户网站需积极承担起宣传功能,提供正确的舆论导向,增强民众对河南的认同感。河南省的发展现状对政府门户网站的建设提出了新的要求,市级政府是连接省级政府与县级政府的纽带,其网站建设情况必然会受到省政府网站的影响,同时又会进一步影响县级政府网站的建设。县级政府则是最贴近民众的基层政府机构,其网站建设也应该得到重视。本文以河南市、县政府门户网站为研究对象,采用文献研究法和内容分析法,对河南市、县政府门户网站的发展现状进行充分了解,分析其中存在的问题,结合国家政策与社会发展需要,提出河南市、县政府门户网站的优化策略。河南市级政府门户网站现存的主要问题是:传播渠道狭窄,国际传播意识不强,突出表现为“两微一端”应用情况不理想、网站语种版本单一。市级政府门户网站需牢牢秉持“互联网+政务”的理念,积极推动“两微一端”的建设,实现传播渠道的拓宽。加强对外传播意识,增设网站语种版本,扩大受众群。落实网上办事,实现服务事项网上办,帮助民众少跑腿、好办事。河南县级政府门户网站的现存问题主要是:基本功能缺失,公众参与性差,页面设计不合理。县级政府需认识到政府网站的重要性,完善门户网站的基本功能,加强网站的页面设计。河南市县政府门户网站的建设需将服务功能与宣传功能结合起来,将地方特色融入网站建设之中,扩大网站影响力,助推河南经济发展、文化进步。
[Abstract]:With the development of e-government in China, efficient, convenient, scientific government website can improve the efficiency of government work, improve government functions, set up a good image of local government, and improve the authority and affinity of the government in the hearts of the public. Government portal is the model of other government websites and plays an important role in the construction of service-oriented government. In the information society, the people's ability to obtain information has been improved continuously. Local governments should recognize this change, update the government portal in time, and conform to the trend of technology updating and the people's request. Actively apply the new technology to the construction of the website. Today Henan is in the critical period of development, the economic and cultural strength is constantly improving, it is urgent to absorb talents and attract investment. All levels of government portals in Henan should actively undertake the propaganda function, provide correct public opinion guidance, and strengthen the people's identity to Henan. The development of Henan Province puts forward new requirements for the construction of government portals. The municipal government is the link between the provincial government and the county-level government, and its website construction will inevitably be affected by the provincial government website. At the same time will further affect the construction of county-level government websites. County-level government is the most close to the grassroots government institutions, its website construction should also be taken seriously. This article takes Henan city, county government portal website as the research object, uses the literature research method and the content analysis method, carries on the thorough understanding to the Henan city, the county government portal website development present situation, analyzes the existence question, Combined with national policy and social development needs, this paper puts forward the optimization strategy of the portal website of Henan city and county government. The main problems of Henan municipal government portals are: narrow communication channels, weak awareness of international communication, poor application of "two tiny ends" and single language version of the website. Municipal government portals should firmly adhere to the concept of "Internet government", actively promote the construction of "two micro-ends", and realize the widening of communication channels. Strengthen the awareness of external communication, increase the language version of the website, and expand the audience. Implementation of online work, to achieve online services, to help people run errands less, good work. The existing problems of Henan county government portals are: the basic function is missing, the public participation is poor, and the page design is unreasonable. The county government should realize the importance of the government website, perfect the basic function of the portal, and strengthen the page design of the website. It is necessary to combine the service function with the propaganda function, integrate the local characteristics into the construction of the website, expand the influence of the website, and promote the economic development and cultural progress of Henan.
