策略性互动及风险缓解:政务新媒体对亚文化网络群体事件的报道

  新媒体技术的发展为网民政治参与提供便利,亦为政府民主管理提供了新形式、新渠道。依托网络媒体,热点事件被飞速讨论、转载,引发网络舆论甚至网络群体事件。一方面,这有助于网民的政治表达和社会关切的及时处理;另一方面,鉴于网络群体事件的不可控性和可能存在的极端化倾向,政府和官方媒体亟需与新媒体环境及网络文化相融合,从而掌握舆论引导的话语权,实现对网络群体事件的议程设置。目前,以社交媒体为平台的电子政务如政府网站、政务类微博、推特和政务微信公众号等正受到世界各国政府的广泛关注。中国国家主席习近平高度重视新闻舆论引导特别是新媒体的发展:“要把网上舆论工作作为宣传思想工作的重中之重来抓”;“各级党报党刊、电台电视台要讲导向,都市类报刊、新媒体也要讲导向”。然而,面对纷繁复杂的网络文化,部分电子政务似乎存在“失语”现象,与网民沟通的能力有待提高。本文以排行第一的政务微信公众号“共青团中央”为例,对其有关网络群体事件“帝吧出征”的报道进行积极话语分析。借助马丁等提出的话语分析工具中的评价系统和识别系统,结合戈夫曼拟剧论及伯明翰学派亚文化理论,本文发现,面对网络青年亚文化群体和新媒体传播环境,“共青团中央...
