药品集中招标采购政策的实施效果——基于中标企业数量与中标价格的实证分析

【摘要】：目的:从中标企业数量与中标价格的关系角度分析药品集中招标采购政策的实施效果。方法:检索31个省市自治区药品集中招标采购中标结果,采用最小二乘回归方法定量分析药品中标企业数量对中标价格的影响。结果:与直觉相反,中标企业数量与药品中标价格呈现出正向关系;相对于基本药物组,非基本药物组中药品中标企业数量对中标价格的影响更大。结论:现行的药品集中招标采购政策仍需进一步完善。
[Abstract]:Objective: to analyze the effect of centralized bidding procurement policy on drugs from the angle of the relationship between the number of winning bidding enterprises and the winning price. Methods: the results of centralized bidding procurement of drugs in 31 provinces and autonomous regions were retrieved. The effect of the number of drug winning enterprises on the winning price was quantitatively analyzed by using the least square regression method. Results: contrary to intuition, there was a positive relationship between the number of winning enterprises and the winning price of drugs, compared with the group of essential drugs, The number of drug winning enterprises in non-essential drugs group has a greater impact on the winning price. Conclusion: the current centralized bidding and purchasing policy of drugs still needs to be further improved.
